Planning Board Minutes
June 3, 2009
Call to Order: Chairman Bruce Beane called the meeting to order at 7:00 pm
Roll Call:

Alternates - Kathy Wohlleb, Lisa Linowes (7:40 pm)
Meeting Minutes:
The minutes for 05/06/09 were reviewed. Steve Moscicki motioned to approve the minutes as written, 2nd by Bruce Beane, all voted in favor.
Correspondence:
LGC's 2009 Knowing the Territory books were distributed to members and alternates in attendance.
North Country Council advised it is sponsoring a public discussion with the NH Legislature's Groundwater Commission June 9th in Conway. Bruce Beane will check out the information on the www.nhgroundwater.com website to determine if a Planning Board member should attend.
Old Business:
Rosemary Colombi reported that the Zoning Board of Adjustment granted a variance May 27th for Dennis & Barbara Aldrich/Richard Johns for Map 172 Lot 18 for lack of frontage to build a storage barn. They will next be applying for a driveway permit.
A finalized version of the Planning Board Secretary job description was reviewed and approved.
Chairman Bruce Beane suggested the Board move on to New Business, then spend the remainder of the meeting time working on checklists for Subdivision and Boundary Line Adjustment applications.
New Business:
As Lyman's representative to North Country Council, Donna Clark brought information back to the Planning Board from the May 27th quarterly meeting she attended which included a NH DES Water Resources program.
New construction building permits approved by the Board of Selectmen since last month's Planning Board meeting include a replacement home on Quebec Road for Kevin & Cynthia Fraser and a replacement barn on Skinny Ridge Road for Abigail Thomas.
The process for issuing driveway permits was reviewed. Several years ago the Planning Board designated that authority to the Board of Selectmen, although the current driveway permit application requires the physical inspection by and approval of the Road Agent and one Planning Board member before being sent to the Selectmen for their signatures. Al Gombas will continue to do the driveway reviews with Tom Smith, and Bruce Beane will join them whenever possible. The Selectmen's Office has received a driveway permit application from Richard & Bonnie Wheatley for Skinny Ridge Road which will be acted upon as soon as possible.
The NH Dept of Environmental Services notified the Town of Lyman that Todd Rainville was granted emergency authorization to replace a culvert in Teter Meadow Brook off Brook Rd. Work was to be completed by June 2, 2009.
A review of the terms of the Planning Board alternates showed all three would expire at the 2012 Town Meeting which is contrary to the staggered dates required in the Planning Board By-Laws. After a brief discussion, Bruce Beane made a motion to reappoint Kathy Wohlleb to a three-year term (2012), Daniel Simpson to a two-year term (2011) and Lisa Linowes to a one-year term (2010), 2nd by Al Gombas, all voted in favor.
Old Business (continued):
The Board continued work on creating Subdivision and Boundary Line Adjustment application checklists. There was much discussion about the timeline of the subdivision application process and the documentation required at various stages. As requested at the last meeting, Kathy Wohlleb brought copies of the Town of Bath's subdivision procedures for review. Chairman Beane will incorporate the items discussed into a draft checklist form to present at the next meeting.
