Planning Board Minutes

July 1, 2009

Call to Order: Chairman Bruce Beane called the meeting to order at 7:00 pm

Meeting Minutes:
The minutes for 06/03/09 were reviewed. Steve Moscicki motioned to approve the minutes as written, 2nd by Bruce Beane, all voted in favor.

Correspondence:
The May and June 2009 LGC Town & City Magazines were given to Bruce Beane.

The New Hampshire Chapter of the American Institute of Architects sent a letter and DVD regarding their recent development project in Durham.

An invitation to LCG's Annual Conference in Manchester Nov 18-20 was received.

Old Business:
Chairman Bruce Beane suggested the Board move on to New Business, then spend the remainder of the meeting time working on checklists for Subdivision applications.

New Business:
New construction building permits approved since June meeting: New driveway permit applications approved since June meeting: Based upon the above driveway site reviews, Bruce Beane asked that two minor modifications be made to the existing driveway permit application. One reinstates a missing piece of information (Grade of driveway not to exceed 10%) and the other asks for permission to access the property for the purpose of determining the feasibility of constructing the driveway as requested. The Board approved those changes but would also prefer two signature areas - one for the permit itself and a separate one for permission to go on the land. Those changes will be made for the next meeting.

Emergency Management Director Elaine Sherry has scheduled the initial meeting of the Hazard Mitigation Plan Committee for July 6th at 4:30 pm. Bruce Beane is not able to be at the meeting but encouraged any other members to try to attend. The Town received a grant to cover half the cost of creating this state-required plan.

The Dept of Revenue Administration is holding a Mini-Course on Excavation July 23rd in Carroll. Donna Clark will attend and Roberta Aldrich will also try to make it.

Old Business (continued):
The Board continued work on creating a Subdivision application checklist. After much discussion of what should be included and which format to use, Lisa Linowes volunteered to create a checklist for the technical aspects required for a Completed Application and Donna Clark will merge some additional questions into the current Subdivision Application to make it more complete and user-friendly.

The Board also discussed the status of some roads in Lyman. Applicants will be required to show proof of the status of any road in question (discontinued, Class VI, private, etc) before a subdivision is approved.
