Road Policy Committee Minutes

Call to Order: Planning Board Chairman Bruce Beane called the meeting to order at 6:10 pm

Planning Board Chairman Bruce Beane opened the meeting and noted that, although this was planned as a joint meeting with the Board of Selectmen, only Selectman Steve Moscicki who also serves as the ex-officio Planning Board member was present. Since a quorum of Planning Board members were in attendance, the decision was made to proceed with the meeting as a Planning Board work session with the same goals in mind.

The purpose of these joint meetings is to develop policies for building on private and class VI roads on a road-by-road basis. The group discussed the current Lyman Road Policy adopted in April 2008 and why the previous policy was insufficient. They also reviewed the requirements of RSA 674:41 Erection of Buildings on Streets including the need for waivers of liability.

A list of all roads that are not maintained by the Town was reviewed one-by-one so the members would be familiar with their location. In some cases, determining the exact status of each "road" (right-of-way, discontinued subject to gates & bars, private or paper) will require additional research.

Bruce Beane will contact LGC attorneys and ask about setting different parameters for roads that already have substantial construction versus those with little or no construction. Donna Clark was asked to contact surrounding towns regarding their policies for building on private and class VI roads for the next meeting.

Bruce Beane motioned to adjourn the meeting at 8:35 pm, 2nd by Steve Moscicki, all voted in favor.

The next meeting is scheduled for Oct 21st at 6:00pm.
