JOINT MEETING WITH CONSERVATION COMMISSION
December 14, 2011
A joint meeting of the Lyman Planning Board and the Lyman Conservation Commission was held to further discuss the proposed purchase of a piece of land on Dodge Pond Road to be used for the production of crushed ledge pack and gravel for the construction and maintenance of the Town of Lyman's roads and to prepare their recommendations to the Board of Selectmen per RSA 41:14-a.
Call to Order: Chairman Gombas called the meeting to order at 6:00 pm.

Public Matters:
As the ex-officio member, Bruce Beane updated the group on developments that occurred since their Dec 10th meeting with the Board of Selectmen and site visit to the property. Three additional soil test holes were dug in various areas on Dec 12th with very positive results. The quality of the material is good and the volume will meet Lyman's needs for decades to come as it has become cost-prohibitive to buy and transport material from out-of-town sources. The suggestion is to initially clear a two acre site and leave a 50 ft perimeter around the property. Any overburden will be left onsite for the reclamation of the pit area. Professional assistance will be used for engineering, wetlands mapping, surveying and pit operation to ensure that things are done in an environmentally correct way.
Regarding funding for the purchase, $9,000 will be encumbered from the 2011 Highway Road Reconstruction budget and $16,000 will come from the Future Land Acquisition capital reserve fund. There will be no new borrowing required. There is some marketable timber on the property and the land can be sold as a building lot years from now when it is no longer useful as a gravel source. Public hearings on the proposed purchase will be held on Jan 5th and Jan 17th at 7:00 pm at the Lyman Town Hall.
At the conclusion of the discussion, each Board prepared and signed a letter of support for the project. For the Conservation Commission, the motion was made by Lisa Linowes, 2nd by Jamie Seidel, all voted in favor. For the Planning Board, the motion was made by Roberta Aldrich, 2nd by Rosemary Colombi, all voted in favor.
