Selectmen's Minutes
March 19, 2007
Present: Steve Moscicki, Jim Trudell, Elaine Sherry, Donna Clark, Celine Presby
6:00 pm Chairman Moscicki called the meeting to order.
Manifests & Invoices:
The manifest was authorized and new invoices for future payment were reviewed and initialed.
Treasurer's Report:
The Treasurer's Report was read showing a balance of $52,147.03 in the checking account, $97,683.90 in the NHDIP fund, $24,013.81 in the Laconia Bank savings account, and $373.16 in the Dodge Pond Dam Preservation account.
Committee Reports and Needs:
- Art Wessels will be out Tuesday and Tim Blodgett will fill in, if needed.
- Highway Dept purchase orders for $840.07 for a push arm for the Sterling wing from Tenco New England and $1,800.00 for salt from Barrett Trucking were approved.
- Ballot clerk appointment papers for Della Mae Aldrich were signed.
- Wessels will be informed that Wallie Berry has small stone available if any is needed for spring repairs.
Permits and Applications:
The following were approved:
- Pistol Permit for Michael Ho-Sing-Loy
- Road Ban Permit for Larry Hubbard
Meeting Minutes:
Minutes for Mar 12th were reviewed. Trudell motioned to approve the minutes as written, 2nd by Moscicki, so voted all.
Town Clerk's minutes for the Mar 13th Town Meeting were reviewed. Trudell motioned to approve the minutes as written, 2nd by Moscicki, so voted all.
Correspondence:
- Legislative Bulletin #12 and the March Town & City magazine were distributed to the Board.
- An e-mail from Conservation Commission member Lisa Linowes regarding a recent NHDES notice was read.
- Information on Ogontz Hall's septic design and structural engineering contract was reviewed.
- LGC is offering beginner and advanced Local Officials Workshops in Lincoln on Apr 26th and May 8th. Trudell, Sherry and Clark with attend both sessions.
- Primex is holding a Workers' Comp program on Apr 4th in Concord.
- A letter from Cartographic Associates Inc thanking the Board for their efforts in getting the mapping project to the voters at Town Meeting and briefly outlining the scope of work to be completed during the coming year was read and will be posted on the Town's website.
- An invitation to the Apr 4th Grafton County Conservation District 2007 Annual Meeting was received. It will be discussed again next week as some Board members may wish to attend.
Old Business:
- The Selectmen have all been registered to attend the Apr 11th DRA Current Use Mini-Course in Lancaster.
- The Board reviewed and signed a letter to the Town of Littleton advising them that Caswell Road has been completely discontinued.
- Clark advised the Board that the 2007 Property Inventory forms had been mailed.
New Business:
- The Board reviewed and signed the MS-2 Report of Appropriations Actually Voted. It will be forwarded to DRA along with the approved Town Meeting minutes.
- CNP assessor Phil Bodwell will be here Apr 4th to review abatement applications and start working on 2007 property updates.
- The Board asked Clark to contact one or two builders in Town to get their input on possibly modifying the current handicap ramp entrance to the Town Offices.
Non-Public:
Moscicki made a motion to enter non-public session per RSA 91-A:3, II(a) to discuss employee reviews taking Clark with them, 2nd by Trudell, all in favor by roll call vote.
Resumed public session. The Board discussed implementing the raises included in the recently approved Town budget. They will be holding annual reviews with employees over the next few weeks, starting with road agent Art Wessels who began work in late March 2006.
Trudell motioned to adjourn the meeting at 7:50 pm, 2nd by Moscicki, so voted all.
The next regular meeting is scheduled for Monday, March 26th, at 6:00 pm.
