Selectmen's Minutes
May 21, 2007
Present: Steve Moscicki, Jim Trudell, Elaine Sherry, Donna Clark, Celine Presby
6:00 pm Chairman Moscicki called the meeting to order.
Manifests & Invoices:
The manifest was authorized and new invoices for future payment were reviewed and initialed.
Treasurer's Report:
- The Treasurer's Report was read showing a balance of $64,868.58 in the checking account, $48,307.58 in the NHDIP fund, $24,043.92 in the Laconia Bank savings account and $350,000 in the TAN.
- Presby confirmed a 4.379% interest rate on a $90,000 7-year loan at WGSB for the new highway truck. This rate is lower than the bank quoted at budget time, and is lower than any other local banks and leasing companies would offer the Town. There will also be a $250 fee to process the loan. The Board agreed to secure the loan through WGSB and authorized Presby to make the final arrangements as soon as the necessary paperwork on the dump truck is available.
Committee Reports & Needs:
- The Board signed appointment papers for Brett Presby for Cemetery Committee member.
- The Board signed re-appointment papers for Michael Slavtcheff for Animal Control Officer. Regarding the safety equipment previously discussed, Moscicki believes he has a spare dog cage and Clark gave Trudell information on various types of animal catch poles.
- The Cemetery Committee recently approved a wage increase for the groundskeeper position to $11/hour. They are pleased that Rich Gould is returning as he did an excellent job last year.
- EMD Sherry presented a draft of the Emergency Preparedness Survey that will be mailed to all homeowners in the near future. The main intent of the survey is to collect information, which will be kept confidential, about any special needs a household may have that the EMD should be aware of in case of an emergency. During the April Nor'easter, it became clear that the Town did not know which residents were most in need of assistance due to the prolonged power outage, especially when phone service was also disrupted. After a review of the survey's questions and format, Sherry will make a few revisions and forward it to Clark to prepare for printing and distribution. It may also be necessary to purchase a database program to store the information in a format that can be quickly accessed in case of an emergency.
- Sherry will contact FEMA again regarding possible reimbursement for April's storm-related expenses.
- Road Agent Art Wessels spoke to the Board by phone. He has been taking medical leave periodically, but is still supervising the highway department's activities. Both Littleton Gravel and the Town of Lisbon have offered temporary grader operators to help get Lyman's roads graded so they can be sprayed with calcium chloride. Wessels prioritized culverts needing replacement and the roads he felt were most in need of grading and perhaps more gravel. He will contact Beattie regarding the price to screen sand and talk to a new vendor about roadside mowing. There is plenty of work to keep Scott busy.
Non-Public:
Trudell made a motion to enter non-public session per RSA 91-A:3, II(a) to discuss an employee matter taking Clark and Wessels with them, 2nd by Moscicki, all in favor by roll call vote. Resumed public session. Trudell made a motion to seal the minutes of the non-public session, 2nd by Moscicki, so voted all.
Permits and Applications:
The following was approved:
- Building Permit for garage for Paul & Auralie Achilles for Map 170-144
Meeting Minutes:
Minutes for May 14th were reviewed. Trudell motioned to approve the minutes as written, 2nd by Moscicki, so voted all.
Correspondence:
- Legislative Bulletin #21 was distributed to the Board.
- Clark read an Executive Council Report regarding proposed 2008 budget cuts in Community Development Block Grant funds.
- NH State Statutes Course Part 1 is being held June 4th-7th in Concord.
- Clark may attend a June 21st Welfare Administrator's Workshop in Laconia.
- The State of NH Liquor Commission sent a letter advising the Town that The Tinkerville Store applied for a beer & wine license.
- LGC is offering a Local Officials Guide to Regulating Junk Yards.
- A Storm Damaged Forests Informational Session for landowners is being held May 29th in Bethlehem.
- The 3rd Annual Local Emergency Preparedness Conference will take place in Manchester on June 18th.
- A Primex Liability & Immunity workshop will be held June 4th in Concord.
- A Road and Access Law workshop is being offered in Manchester on August 8th. The Board asked to be reminded about this opportunity in a few weeks.
- NH Employment Security is holding a workshop on youth retention and workforce development on June 4th in Littleton.
Old Business:
- Sherry and Clark will attend the North Country Council Quarterly Meeting on May 30th.
- Stiles Fuel will quote on the installation of an indoor oil tank at the Town Hall and the cost to add a third tapping to the diesel tank at the highway garage next week.
- A Lyman Road resident responded to a zoning violation letter and said he plans to have all but one unregistered vehicle removed from his property by the end of May.
New Business:
- The Board signed two Timber Tax warrants.
- A multi-year Workers Comp agreement with Primex was reviewed and signed.
- Clark was asked to purchase a new speakerphone for the lower Selectmen's Office.
- The Selectmen will not meet May 28th due to the Memorial Day holiday.
Trudell motioned to adjourn the meeting at 8:25 pm, 2nd by Sherry, so voted all.
The next regular meeting is scheduled for Monday, June 4th, at 6:00 pm.
