Selectmen's Minutes
June 11, 2007
Present: Steve Moscicki, Jim Trudell, Donna Clark, Celine Presby
Absent: Elaine Sherry
6:00 pm Chairman Moscicki called the meeting to order.
Manifests & Invoices:
The manifest was authorized and new invoices for future payment were reviewed and initialed.
Treasurer's Report:
- The Treasurer's Report was read showing a balance of $86,600.13 in the checking account, $48,510.28 in the NHDIP fund, $24,059.24 in the Laconia Bank savings account and $250,000 in the TAN.
- Clark gave Presby the paperwork for the new dump truck as the chassis is ready to leave Liberty International and go to Tenco for installation of the equipment. Presby will set up the loan and Clark will notify the insurance company about the new vehicle.
Permits & Applications:
The following were approved:
- Building Permit for Michael & Patricia Slavtcheff for garage/barn for Map 172 Lot 98
- Intent to Cut for Leonard Labbay for Map 51 Lot 58
- Intent to Cut for Dale Simpson for Map 168 Lot 6
Meeting Minutes:
Minutes for June 4th were reviewed. Trudell motioned to approve the minutes as written, 2nd by Moscicki, so voted all.
Correspondence:
- Legislative Bulletin #24 and Executive Council Report #10 were distributed to the Board.
- A Junkyard Licensing Enforcement Workshop will be held June 21st.
- LGC sent early reminders for their Nov 6th - 8th Annual Conference. Clark and some Board members will be attending various sessions.
- NCC Community Planning Committee will be meeting June 21st. It is important that someone from the Town attend - preferably a Planning Board member.
Old Business:
- The Board signed a purchase order for Stiles Fuel for $1806.25 to install a new oil tank in the Town Hall basement.
- Joe Hurley will do some welding on the diesel tank at the highway garage next Monday. Stiles fuel will pump the diesel out in the morning and refill it at the end of the day.
- Clark will send a follow-up letter regarding unregistered vehicles to a Lyman Road property owner.
- Clark met with a FEMA representative last week to review the expenses incurred to clean up after the April nor'easter. The Town should receive a $1350 reimbursement.
- The Board prepared and signed a wage agreement for Michael O'Brien for the temporary position of truck driver and road crew person.
- The current highway work status was reviewed. George Tucker is continuing to grade the roads and Scott and Mike are replacing culverts, hauling gravel and spraying calcium chloride. Trudell will meet with Don Beattie and two gravel pit owners this week to discuss screening sand and crushing gravel. George, Scott and Mike will be asked to attend next week's meeting to discuss the road work completed to date and make a plan for the rest of the summer.
New Business:
- The Board signed a Timber Tax warrant. Clark advised them that there is still one report outstanding that was due May 15th. She has been in contact with the landowner who is having problems reaching his logger. The landowner will call the State for assistance and Clark will follow up in another week.
- Clark was asked to get a price on removing the old highway shed building on the Town Hall property.
- The Selectmen would like to send at least one person to "grader school". Clark will find out what options are available.
- The Tinkerville Store inquired about carrying trash bags so residents can purchase them there as well as at the Town Hall.
- The Board reviewed the final 2006 abatement recommendation from assessor Phil Bodwell. After a discussion of the application, the valuation was adjusted and an abatement was granted for Hochmuth Family Trust for Map 168-9.
Non-Public:
Moscicki made a motion to enter non-public session per RSA 91-A:3, II(a) to discuss an employee matter taking Clark with them, 2nd by Trudell, all in favor by roll call vote. Resumed public session. Trudell made a motion to seal the minutes of the non-public session, 2nd by Moscicki, so voted all.
Trudell motioned to adjourn the meeting at 8:30 pm, 2nd by Moscicki, so voted all.
The next regular meeting is scheduled for Monday, June 18th, at 6:00 pm.
