Selectmen's Minutes
June 18, 2007

6:00 pm Chairman Moscicki called the meeting to order.
Manifests & Invoices:
The manifest was authorized and new invoices for future payment were reviewed and initialed.
Treasurer's Report:
- The Treasurer's Report was read showing a balance of $79,410.87 in the checking account, $48,510.28 in the NHDIP fund, $24,059.24 in the Laconia Bank savings account and $250,000 in the TAN.
- The Board signed WGSB loan papers for the $90,000 note for the new dump truck plus a $250 loan fee.
Permits & Applications:
- Simon Baker presented a building permit for Harold & Mary Charnley for a storage shed to be constructed near their private pond on Map 51 Lot 36. The Board will review the application again next week after Clark confirms that the setback from the water is adequate.
- Mr. Baker also offered some ideas about remodeling the handicapped ramp to the Town Offices. He will get back to the Board with a plan for their review and approval that can be sent out for bids. Money was approved at Town Meeting to work on this project.
Non-Public:
Moscicki made a motion to enter non-public session per RSA 91-A:3, II(a) to discuss an employee matter taking Clark with them, 2nd by Trudell, all in favor by roll call vote. Resumed public session. Trudell made a motion to seal the minutes of the non-public session, 2nd by Moscicki, so voted all.
Committee Reports & Needs:
- The Board reviewed a list of unregistered dogs prepared by Town Clerk Carol Messner and signed a warrant authorizing Animal Control Officer Michael Slavtcheff to issue civil forfeitures for each unlicensed dog.
- George Tucker, Scott Stuart and Michael O'Brien met with the Board to review the current highway work status. They discussed items already completed, and prioritized work to be done for the next few weeks. The Selectmen authorized the purchase of liquid calcium chloride, some culverts and a limited amount of crushed gravel and stone to complete basic road repairs and grading. The days that Tucker is available to help the Town, he will direct the roads crew's work. Otherwise, Stuart and O'Brien have many projects lined up to keep them busy. The main focus will be to prepare Ash Hill and Pettyboro Road for gravel.
- Trudell is still working on possibilities for crushing gravel and screening sand.
- Clark gave Moscicki the names of two people recommended by LGC to contact who may be available to do one-on-one grader training. The Board would also like Stuart to show O'Brien how to use the backhoe before taking vacation time this summer.
- There should be no Highway Dept overtime unless approved by the Selectmen.
- Clark will summarize the information provided on the road crew's time sheets to keep the Board informed about the work being accomplished each week.
Meeting Minutes:
Minutes for June 11th were reviewed. Trudell motioned to approve the minutes as written, 2nd by Moscicki, so voted all.
Correspondence:
- Legislative Bulletin #25, the June 2007 Town & City magazine, and the LGC 2007 Catalog of Publications were distributed to the Board.
- HUD is offering Grant Writing Training on July 10th & 11th in West Lebanon.
Old Business:
- Joe Hurley of JH Welding determined it would be too dangerous to weld a third tapping on an emptied diesel tank at the highway garage as there is still gasoline in the tank next to it. The remaining gas should be used up by lawnmowers and chainsaws by the end of the summer, at which time the gasoline tank will start being used for diesel, eliminating the need for the current diesel tank to be modified.
- The Board approved and signed a follow-up letter to a Lyman Road property owner regarding unregistered vehicles.
- The balance of the personnel policy was reviewed. Clark will make the suggested changes and forward it to Town Counsel for approval before the Board adopts it.
- An electrician looked at the Town Hall generator problem and determined that the panel that was installed was for an automatic start-up system (such as the one at the highway garage) and, therefore, does not have an exterior transfer switch. Also, he could not register any power being generated by the generator. Brett Presby will be asked to test it again as it was working during the April storm. These problems must be resolved in the near future in case of an emergency.
New Business:
- The Selectmen asked Clark to become a Notary Public. She will start the paperwork as it takes several weeks to process.
- The Board responded to a letter from the NH Division of Motor Vehicles, confirming that Michel & Debra Menard, d/b/a M & D Transport, may have a home office for their transport business at 62 Mountain Meadows Road. Mrs. Menard advised the Town that they would not have any employees working out of that location.
- A Pettyboro Road resident reported that her vehicle was paint-balled late Sunday night.
Trudell motioned to adjourn the meeting at 8:45 pm, 2nd by Moscicki, so voted all.
The next regular meeting is scheduled for Monday, June 25th, at 6:00 pm.
