Selectmen's Minutes
June 25, 2007
Present: Steve Moscicki, Jim Trudell, Elaine Sherry, Donna Clark, Celine Presby
6:00 pm Chairman Moscicki called the meeting to order.
Manifests & Invoices:
The manifest was authorized and new invoices for future payment were reviewed and initialed.
Treasurer's Report:
- The Treasurer's Report was read showing a balance of $79,044.88 in the checking account, $48,510.28 in the NHDIP fund, $24,059.24 in the Laconia Bank savings account and $250,000 in the TAN.
- Presby will transfer money from the TAN to the checking account as a $95,000 school payment is due next week.
Committee Reports & Needs:
- Cemetery Committee member Brett Presby was not able to attend the meeting, so Celine Presby presented papers for Board signatures to transfer ownership of a plot in Center Cemetery from Hesseltine to Moulton.
- The Planning Board feels that their current secretary, who is also a member, should not be responsible for taking minutes at PB meetings. An ad for a "note-taker and preparer" will be sent to the Courier and Caledonian-Record. Rosemary Colombi will continue to handle the PB's other secretarial duties.
- The Board of Selectmen spoke about the passing of our road agent, Art Wessels, from cancer last Monday evening. They remembered Art as kind, considerate, talented, professional and hard-working. He was a pleasure to work with and his efforts were appreciated by the Selectmen, his co-workers and residents. He will be missed by all who had the good fortune to know him. Art's family said that he loved working for the Town of Lyman, and it showed.
- The Board asked Clark to look into having a plaque made in dedication to Art which will be hung at the highway garage.
- Clark will meet with Art's family next week to finalize any outstanding issues.
- Until the road agent position is filled, Trudell will check the highway phone for messages during the weekend in case someone has a road emergency that cannot wait until Monday morning.
- An ad for the road agent position was prepared. It will run in the Littleton Courier, Caledonian-Record, on the Town website and be posted at the Town Hall and Tinkerville Store.
- George Tucker joined the meeting to discuss the current highway work status. They reviewed the work accomplished last week according to the road crew's time sheets. Along with regular maintenance items that come up, it will take another 7-10 days to complete prepping Ash Hill and Pettyboro Roads for gravel.
- According to a recent e-mail from Tenco, July 23rd is the approximate delivery date for the new dump truck. Moscicki will contact Tenco to inquire if the truck body is heated, and what the cost would be to add that feature if it is not.
- Clark will look for information regarding the widths of various Class V roads.
- The highway garage is to remain locked whenever vacant. Arrangements will be made for Tucker and Mike O'Brien to have access to the building and diesel pump as needed, as only Scott Stuart has a set of keys at this time.
- A memo will be sent to the road crew reminding them that all safety equipment must be worn while cutting brush and work zone signs must be used when working in or near the road.
- Moscicki's calls to two individuals regarding grader training where not returned, but he will try again. Trudell contacted Fred Bishop at River Bend Technical School who has done heavy equipment training for years and is willing to help out.
- Clark will ask Milton CAT for a quote to repair the turntable gear on the grader.
Permits & Applications:
The following were approved:
- Building permit for shed for Harold & Mary Charnley for Map 51 Lot 36
- Driveway permit for Sig Schulze & Cynthia Smith for Map 172 Lot 14-1
Meeting Minutes:
Minutes for June 18th were reviewed. Trudell motioned to approve the minutes as written, 2nd by Moscicki, so voted all.
Correspondence:
Grafton County Commissioners FY 2008 Budget Recommendations were distributed to the Board.
Old Business:
Dubois & King contacted Clark about payment of an invoice for time spent reviewing Dodge Pond Dam safety concerns several months ago. She told them again that a check will be sent as soon as a written report of their findings is received.
New Business:
- NH DES Approval for Construction of a septic system on Larry Hubbard's newly subdivided lot was received, however, Wetlands Bureau approval may also be required if dredging and filling is involved.
- Evelyn Kent asked Trudell about posting a slower speed limit through Ogontz Camp. Clark will let her know the Selectmen's policy is to require such requests in writing.
- The Board reviewed the expense budget to date. Money will be transferred from the Road Agent line item to cover excess Temporary Help wages, which are higher than planned due to the short-term absence of a road agent. Overall, the budget is well within projected expenses at the half-year mark.
Sherry motioned to adjourn the meeting at 8:35 pm, 2nd by Trudell, so voted all.
The next regular meeting is scheduled for Monday, July 2nd, at 6:00 pm.
