Selectmen's Minutes
July 23, 2007
Present: Steve Moscicki, Jim Trudell, Elaine Sherry, Donna Clark, Celine Presby
Other Attendees: Tom Smith, Spencer Girouard, Larry Hubbard
6:00 pm Chairman Moscicki called the meeting to order.
Manifests & Invoices:
The manifest was authorized and new invoices for future payment were reviewed and initialed.
Treasurer's Report:
The Treasurer's Report was read showing a balance of $70,741.11 in the checking account, $48,709.01 in the NHDIP fund, $24,074.07 in the Laconia Bank savings account and $150,000 in the TAN.
Committee Reports & Needs:
- Newly hired road agent Tom Smith, who will officially start work July 30th, joined the meeting to discuss highway dept. issues.
- Road work accomplished last week was reviewed. Scott is back from vacation and both have work lined up for the current week.
- The following tentative schedule for major summer projects was discussed - sand will be screened and stockpiled from 7/30 - 8/15; roadside mowing will be rescheduled for 8/15 - 8/30; and gravel will be crushed and laid down starting 9/6 for two to three weeks. Tom will confirm these dates with Beattie and MB Tractor and report back to the Board next week.
- The highway budget to date was reviewed and is in good shape.
- The Board approved changes to the standard highway dept workday and timesheet.
- The new dump truck will be ready for pickup by the end of the week. The Board approved Tenco's offer to install a wing light and spinner light for $130 that Art Wessels had planned to do himself. The plow bar should also be brought to Tenco when the truck is picked up to have the quick couplers welded on.
- Clark will meet with Tom to complete his paperwork, set him up with keys and alarm codes and road maps, and explain how the Road Agent and Selectmen's Office work together.
Meeting Minutes:
Minutes for July 12th and 16th were reviewed. Trudell motioned to approve the minutes as written, 2nd by Moscicki, so voted all.
Permits and Applications:
The following were approved:
- Intent to Cut for Carolyn Grant for Map 170 Lot 99
- Building Permit for John Hubbard & Larry Hubbard for single-wide mobile home for Map 51 Lot 81-A
Spencer Girouard was told he did not require a building permit for a roof over his porch. He also had questions about replacing a dock that existed years ago and was referred to the NH Dept of Environmental Services as they oversee construction of docks and other shoreline structures.
Correspondence:
The Summer 2007 DRA Newsletter was distributed to the Board.
Old Business:
- Phil Bodwell from CNP will be here the week of July 30th to complete the 2007 assessing changes.
- A Hurd Hill Road property owner responded to a zoning violation letter and will have two inoperable vehicles removed immediately.
- After discussing the information received from LGC on potential liability issues, Moscicki made a motion to repeal the existing fireworks ordinance and revert to the permitting requirements set by state law, 2nd by Trudell, so voted all. Clark will contact other towns to see what they use for permits and a permitting process. Once a procedure is in place, a legal notice will be published.
- Recent invoices from Littleton Gravel Company were reviewed. The Town will pay labor for George Tucker based on the hours he turns in to the office weekly.
New Business:
- The Board signed an application to open an account with the State of NH Surplus Distribution Division.
- Resident Carolyn Grant recently spoke with Lynn Kent about organizing a Lyman Day at Ogontz Camp. Mrs. Kent was very supportive of the idea and the two will talk further.
- After a brief discussion of the current IRS mileage rate, Trudell made a motion to increase the Town rate to $.485 per mile, 2nd by Sherry, so voted all.
- The Board agreed to provide a property owners list to the Ammonoosuc Conservation Trust at no charge.
- Clark will contact Lisbon's building inspector for advice as a Hurd Hill Road property owner cannot complete his mobile home installation without inspections by the State Fire Marshal's Office, and a month's worth of phone calls and e-mails to that office have not been returned.
- The Selectmen requested that Clark forward some correspondence to Town counsel for an opinion.
- Jim Green of Under the Mountain Road spoke to Trudell about having the Town remove a large rock that was left on his property line after road work was done some time ago. The message will be passed on to the highway dept.
Sherry motioned to adjourn the meeting at 7:40 pm, 2nd by Trudell, so voted all.
The next regular meeting is scheduled for Monday, July 30th, at 6:00 pm.
