Selectmen's Minutes
August 13, 2007
Present: Steve Moscicki, Jim Trudell, Elaine Sherry, Celine Presby, Tom Smith
6:05 pm Chairman Moscicki called the meeting to order. Treasurer Presby took minutes in Clark's absence.
Manifests & Invoices:
The manifest was authorized and new invoices for future payment were reviewed and initialed.
Treasurer's Report:
The Treasurer's Report was read showing a balance of $78,018.63 in the checking account, $48,709.01 in the NHDIP fund, $24,074.07 in the Laconia Bank savings account and $100,000 in the TAN.
Committee Reports & Needs:
- Four current use penalty bills and a current use penalty warrant were signed.
- One timber tax bill and a timber tax warrant were signed.
- As discussed last week, a purchase order for 1,000 yds of stone from Joe Aldrich's pit was approved and signed.
- Road Agent Tom Smith reported that Skinny Ridge Rd was graded and sprayed last week, and Davis Dr was also graded.
- They have been doing roadside mowing on Hurd Hill Rd and Davis Dr. This work may be contracted out next year. The road crew is not very comfortable doing the mowing as they are not familiar with the equipment and it is taking longer than originally thought. They will be mowing for one more week.
- Smith will work with Scott Stuart on running the grader. Ogontz Rd, Dodge Pond Rd and Hurd Hill Rd will be graded next.
- A full tank of calcium chloride was received last Friday.
- Smith will check with Blaktop and Pike regarding prices for a couple of inches of base on Skinny Ridge, starting at the corner of Tinkerville Rd. He feels Bigelow can be high-priced. Moscicki inquired about having a 4" base coat and 2" top coat like the State. Smith will check with Kevin Clement to see what Lisbon puts down.
- They discussed crushing and screening 1-1/2" stone.
- The large rock on Under the Mountain Rd is still there. Smith thinks it may need to be blasted.
- The one-ton truck may be used for plowing smaller roads this winter and there may be changes made to the priority of some of the roads plowed. Smith will check on the school bus route for those roads that need to be maintained first.
- The process for reviewing and signing off on driveway permits was discussed.
- Gravel crushing will start Sept 15th. The use of a vibratory roller after grading to pack in small rocks was discussed.
Public Input:
Larry Hubbard inquired about the current use penalty on the 2.9 acre parcel he recently subdivided. Trudell estimated the amount to be $3,000 - $4,000. He was given a driveway permit application and Smith will review it to determine if a culvert is required. He also inquired about crossing water from the other side of the road - he will be digging deep enough to bury it.

Erich Burbank-Fitzgerald applied for a pistol permit.
Meeting Minutes:
Minutes for August 6th were reviewed. Trudell motioned to approve the minutes as written, 2nd by Moscicki, so voted all.
Old Business:
A Lyman Road resident has removed the inoperable and unregistered vehicles from his property so is now in compliance with Lyman's zoning regulations.
Trudell motioned to adjourn the meeting at 6:52 pm, 2nd by Moscicki, so voted all.
The next regular meeting is scheduled for Monday, August 20th, at 6:00 pm.
