Selectmen's Minutes
August 27, 2007

6:00 pm Chairman Moscicki called the meeting to order.
Manifests & Invoices:
The manifest was authorized and new invoices for future payment were reviewed and initialed.
Treasurer's Report:
- The Treasurer's Report was read showing a balance of $70,557.55 in the checking account, $48,915.24 in the NHDIP fund, $24,089.40 in the Laconia Bank savings account and $50,000 in the TAN.
- A list of anticipated expenses for Sept and Oct was reviewed. The Board then authorized Presby to set up an additional tax anticipation note with WGSB for $250,000 to be used as needed until property tax money is received in November.
Committee Reports & Needs:
- Anticipated highway department expenses through the end of the year were reviewed along with the current highway budget to date. The plan is to lay out approximately 10,000 yds of gravel from mid-Sept to early Oct on Ash Hill, Pettyboro Rd and Quebec Rd, then determine if there is still time and money for either more graveling or a small amount of paving at the bottom of Skinny Ridge Rd.
- Smith noted that the 10-wheeler has already been a time-saver hauling sand and stone as it cuts the number of trips required by the 6-wheeler almost in half. He will also contact the two truck operators who hauled gravel for the Town last year to see if they are available again.
- The Board approved a purchase order for $1600 to TAC-2 Communications for a 100 watt radio for the 10-wheeler. The base radio at the Town Hall will also be repaired.
- The Selectmen will host an open-house at the highway garage in early October. This will give residents a chance to see the garage and equipment, meet our new road agent, and also dedicate the 10-wheel dump truck in Art Wessels' memory.
- The State has done a lot of work on Clough Hill Rd. Thank you letters will be sent in the near future to the NH DOT and others who helped get that section of road repaired.
Permits and Applications:
The following were approved:
- Pistol Permit for Erich Burbank-Fitzgerald
- Building Permit for Kelly Burke & Gary Fortin for addition on Map 170 Lot 91
- Driveway Permit for Peter Loescher on Map 170 Lot 145
- Intent to Cut for Craig & Heidi Simpson for Map 168 Lot 24
Meeting Minutes:
Minutes for Aug 20th were reviewed. Trudell motioned to approve the minutes as written, 2nd by Moscicki, so voted all.
Correspondence:
- Aug 1st and Aug 15th Planning Board minutes were distributed to the Board.
- A letter from Plodzik & Sanderson advised the Town that, due to another Statement on Auditing Standards, the audit report will most likely not be available in time to be included in the annual Town Report. If it is not, the Board will make the information available to the public as soon as it is presented to the Town.
- A schedule of public hearings on the State's 10-Year Road Plan was received from the NH DOT.
- Clark will attend a NH Dept of Labor training session being offered on Oct 11th at Primex.
- One human and one horse in southeastern NH have been confirmed to have EEE (Eastern Equine Encephalitis), a potentially deadly illness contracted from mosquitoes. Information on EEE and mosquito prevention can be found on the Town's website: lymannh.org.
Old Business:
- Clark will attend North Country Council's quarterly meeting on Aug 30th.
- A National Flood Insurance Program informational meeting will be held at the Lyman Town Hall on October 29th at 6:30 pm.
- Emergency Management Director Elaine Sherry is pleased with the number of surveys that have been returned to date and hopes that they will continue to flow in. The information will be kept confidential and used only for its intended purposes in case of an emergency.
- The Selectmen will not be meeting Sept 3rd due to the Labor Day holiday.
New Business:
- The Selectmen reviewed and signed the MS-1 Summary Inventory of Valuation Form and the MS-4 Revised Estimated Revenues Report.
- Trudell advised the Board that the estimated school tax rate (combined state and local) for 2007-2008 is $11.72 per $1000 valuation. Last year's rate was $11.48/$1000.
Trudell motioned to adjourn the meeting at 7:50 pm, 2nd by Moscicki, so voted all.
The next regular meeting is scheduled for Monday, Sept 10th, at 6:00 pm.
