Selectmen's Minutes
September 17, 2007
Present: Steve Moscicki, Jim Trudell, Elaine Sherry, Donna Clark, Celine Presby
6:00 pm Chairman Moscicki called the meeting to order.
Manifests & Invoices:
The manifest was authorized and new invoices for future payment were reviewed and initialed.
Treasurer's Report:
- The Treasurer's Report was read showing a balance of $28,933.00 in the checking account, $49,125.71 in the NHDIP fund, $24,104.74 in the Laconia Bank savings account and $250,000 in the TAN.
- Presby asked Clark to follow up on an outstanding check from June 2007.
Committee Reports & Needs:
- The Board spoke to road agent Tom Smith by phone. The first 300 yds of gravel from Aldrich's pit were put down on Pettyboro Rd today. Going forward, they should be able to haul 600-700 yds per day with three trucks. After observing the flow of gravel for a few days, Smith will determine if an additional 10-wheeler should be hired instead of using the Town's 6-wheel truck which carries much less material.
- The highway budget to date was reviewed.
- Due to the time of year and amount of money committed to gravel for 2007, the Board agreed to wait until 2008 to pursue bids for paving a portion of Skinny Ridge Rd.
- Highway purchase orders were signed for the following: $675 to Wm. Presby for 1-1/2" gravel, $6,000 to Beattie for screening sand, and $32,500 to Beattie for crushing gravel.
- Trudell made a motion that the speed limit signs approved last week to be posted at the Dodge Pond beach area should be 15 mph, 2nd by Moscicki, so voted all.
- One timber tax invoice and warrant were signed.
- Clark passed along a list of questions from a cemetery plot owner regarding cemetery issues to Jim Trudell who is also on the Cemetery Committee. He will set up a meeting with the other members and respond to the questions, and agreed that Clark and Carol Messner should have access to general cemetery information so they can answer basic questions from the public.
Permits and Applications:
The following were approved:
- Building Permit for Keith McKown for porch on Map 53 Lot 31
- Building Permit for Stephen & Elaine Sherry for shed on Map 51 Lot 48A
- Intent to Cut for William & Scott Barnes for Map 67 Lot 5
- Intent to Cut for Josh & Angela Dumont for Map 53 Lot 49
- Intent to Cut for Wm & Scott Barnes and Josh & Angela Dumont for Map 67 Lot 3
Meeting Minutes:
Minutes for Sept 10th were reviewed. Trudell motioned to approve the minutes as written, 2nd by Moscicki, so voted all.
Correspondence:
- The Sept 2007 LCG Town & City Magazine and LGC 66th Annual Conference Booklet were distributed to the Board.
- Bethlehem's Zoning Board of Adjustment sent a notice for a cell tower hearing on Oct 4th at 6:15 pm. Lyman is within a 20 mile radius so must be noticed by law.
- Clark will attend a PSNH meeting for welfare officers in Gorham on Oct 2nd.
- Packets of information regarding the formation of the Grafton County Municipal Association and the construction of the new Grafton County House of Corrections were distributed to the Selectmen. The 2nd meeting of the GCMA group is scheduled for Sept 19th.
- The Dept of Revenue Admin sent a reminder that 2008 is Lyman's assessment review year; the last one was done in 2003. Among other things, all current use, elderly exemption and veterans' tax credit records must be reviewed, verified and updated as necessary.
New Business:
- The complete expense budget to date was reviewed and found to be in line with projected outflow at this time of year.
- The Board discussed the possibility of holding Selectmen's meetings bi-weekly rather than weekly, or continuing with weekly meetings but changing the time to 5:00 pm - 7:00 pm. More discussion is needed before a decision is made.
Trudell motioned to adjourn the meeting at 7:25 pm, 2nd by Moscicki, so voted all.
The next regular meeting is scheduled for Monday, Sept 24th, at 6:00 pm.
