Selectmen's Minutes
October 15, 2007
Present: Jim Trudell, Elaine Sherry, Donna Clark, Celine Presby, Tom Smith
Absent: Steve Moscicki
6:00 pm Acting Chairman Trudell called the meeting to order.
Manifests & Invoices:
The manifest was authorized and new invoices for future payment were reviewed and initialed.
Treasurer's Report:
- The Treasurer's Report was read showing a balance of $73,925.66 in the checking account, $49,125.71 in the NHDIP fund, $24,104.74 in the Laconia Bank savings account, $475.16 in the Dodge Pond Dam Preservation fund, and $100,000 in the TAN.
- Based on recently passed HB256 relative to duties and powers of town treasurers, the Selectmen signed a "Delegation of Deposit Policy and Authorization" form to solidify the current arrangement that allows the Town Clerk/Tax Collector to deposit moneys she receives in the course of her duties.
- SAU #35's final assessment of school taxes for July 2007 - June 2008 shows Lyman's portion to be $670,254.
Committee Reports & Needs:
- The Selectmen reviewed the highway budget and anticipated expenses through year-end.
- Road agent Tom Smith advised the Board that Ash Hill and Pettyboro Rds are done and his crew is currently working on Quebec Rd.
- Additional gravel for Under the Mountain and Dodge Pond Rds was discussed, as well as some upcoming winter vehicle maintenance needs.
- Trudell made a motion to approve the following purchase orders, 2nd by Sherry, so voted all - $800 to Allstate Asphalt for 80 tons of 3/8" crushed ledge stone; $12,000 to Wm Presby for up to 1500 yds of crushed gravel; $1,219 to Ossipee Auto Parts for plow blades; $992 to B-B Chain for truck tire chains.
- Smith will attend a Road Agents Association training in Gilford on Oct 17th and 18th and plans to take Scott Stuart with him one of the days.
- Clark will contact NH DOT to clarify which small bridge crossing Pettyboro Brook requires a weight limit sign.
- The Selectmen signed appointment papers for Moscicki to be the new Planning Board ex-officio member. They were also advised that a 4-lot subdivision on Tinkerville Road for Robert Brooks was approved at the Oct 3rd Planning Board meeting.
Permits and Applications:
The following were approved:
- Pistol Permit for Gerald Kalif, Jr.
- Intent to Cut for Leslie Huntington for Map 170 Lot 141
- Supplemental Intent to Cut for Leonard Labbay for Map 51 Lot 58
Meeting Minutes:
Minutes for October 1st were reviewed. Trudell motioned to approve the minutes as written, 2nd by Sherry, so voted all.
Correspondence:
The October 2007 Town & City magazine and the Grafton County Dept of Corrections Oct 2007 project update were distributed to the Board.
Old Business:
- Animal Control Officer Mike Slavtcheff responded to a recent complaint of farm animal noises near Dodge Pond.
- Clark reminded the Board that she, Trudell and Sherry are attending the North Country Council Annual Dinner Meeting Oct 17th in Plymouth.
- Notices have been sent regarding the National Flood Insurance Program informational meeting being held Oct 29th at 6:30 pm in the Town Hall.
- Trudell and Clark plan to attend the LGC Annual Conference on Nov 8th in Manchester.
- Clark reported on the Dept of Labor workshop she attended at Primex last week.
New Business:
- PSNH will be disconnecting the electricity from the old town shed soon and the Board plans to have the building removed before the end of the year.
- Clark will contact Simon Baker and inquire if he will have time to give the Town feedback on improving the enclosed handicapped ramp as the Selectmen discussed with him earlier in the year.
- The Board will prepare Tom Smith's 90 day review next week.
Trudell motioned to adjourn the meeting at 7:30 pm, 2nd by Sherry, so voted all.
The next regular meeting is scheduled for Monday, Oct 22nd, at 6:00 pm.
