Selectmen's Minutes
January 21, 2008
Present: Steve Moscicki, Jim Trudell, Elaine Sherry, Donna Clark, Celine Presby
5:35 pm Chairman Moscicki called the meeting to order.
Manifests & Invoices:
The manifest for Jan 21st was authorized and new invoices for future payment were reviewed and initialed.
Treasurer's Report:
The Treasurer's Report was read showing a balance of $34,522.40 in the checking account, $160,270.94 in the NHDIP fund and $46,175.85 in the Laconia Bank savings account.
Permits and Applications:
The following were approved:
- Building Permit for Leola & Alex Lantas for addition on Map 53 Lot 50
- Building Permit renewal for Fred & Deborah Saucier for new home on Map 69 Lot 11
Meeting Minutes:
Minutes for Jan 14th were reviewed. Trudell motioned to approve the minutes as written, 2nd by Moscicki, so voted all.
Correspondence:
- Legislative Bulletin #5 was distributed to the Board.
- A North Country Transit meeting is scheduled for Tues, Jan 29th, in Littleton.
- Much correspondence was received regarding the proposed Grafton County Jail project including the Jan 2008 GC Correctional Facility Update, GC Commissioners' Financial Impact Report, and information on a Grafton County Coalition Meeting in Lincoln. Sherry will attend the Jan 24th public session on the financial impact of the jail in Haverhill. Trudell will attend the coalition meeting in Lincoln that same afternoon.
- A resident contacted Sherry, Ray Burton and others about dangerous conditions on Clough Hill Road with last week's ice build up from water running across the road. Sherry, in turn, sent an e-mail to Rusty Bulis outlining the situation. Stephanie Eaton spoke to Greg Placy of NH DOT on Thursday and he acknowledged that more work needed to be done this summer to resolve the situation. In the meantime, the town and state road crews worked together to clear as much ice as possible from the hill.
Old Business:
- The Board signed a purchase order to Northland Electrical Contractors for up to $1,000 to install a manual transfer switch for the Town Hall generator.
- Planning Board minutes can now be viewed on the town website, and a miscellaneous section was added.
- A new sign for Blue Jay Rd was posted.
- The Selectmen approved the dedication page for the 2007 Annual Report.
- Work continued on the 2008 budget and warrant articles in preparation for the Feb 5th Budget Hearing.
- Moscicki updated the Board on current Planning Board issues.
New Business:
The Selectmen completed a Risk Assessment Form required by auditors Plodzik & Sanderson.
Recess and Reconvene:
- The Board recessed the meeting at 6:45 pm and reconvened at the Lisbon Town Hall with the Lisbon and Landaff Selectmen to discuss the 2008 recycling and fire support agreements and budgets. Clark was also in attendance to take minutes.
- The new 3-year recycling agreement is valid through 2010. Lyman's 21% portion will be $41,088 for 2008. Lyman will receive a check for $17,705.83 for its share of the transfer station's 2007 income.
- The fire support agreement for 2008 saw a $1,000 increase to $11,000 for the annual retainer and $4,000 for actual fire costs. This is due to an increase in the wage scale for firemen and the rising cost of fuel. False alarms will be billed at $400 each, and forest fires will be billed at standard rates (and are usually reimbursed by the state).
- Lisbon's Town Administrator inquired if Lyman would be interested in contracting any services from the Lisbon Police Department. Trudell explained that the Lyman Selectmen have received occasional complaints about speeders, but it does not appear that most residents want coverage other than that provided by the State Police at this time.
- Trudell also mentioned the possibility of sharing some highway dept labor and/or equipment to save both Lisbon and Lyman money. Both Boards feel it is an avenue worth pursuing as equipment is so expensive these days.
The Selectmen and Clark returned to the Lyman Town Hall. Trudell motioned to adjourn the meeting at 8:15 pm, 2nd by Moscicki, so voted all.
The next regular meeting is scheduled for Monday, Jan 28th, at 6:00 pm.
