Selectmen's Minutes
March 10, 2008
Present: Steve Moscicki, Jim Trudell, Elaine Sherry, Donna Clark, Celine Presby
6:00 pm Chairman Moscicki called the meeting to order.
The Selectmen helped the Moderator and Town Clerk set up the Town Hall for Tuesday's Town Meeting election.
Manifests & Invoices:
The manifest for Mar 10th was authorized and new invoices for future payment were reviewed and initialed.
Treasurer's Report:
- The Treasurer's Report was read showing a balance of $20,875.04 in the checking account, $110,873.49 in the NHDIP fund, $46,205.26 in the Laconia Bank savings account and $307.99 in the Dodge Pond Dam Preservation fund.
- Presby is investigating options to keep less than $100,000 (the maximum FDIC insured amount) in total Town funds at Woodsville Guaranty Savings Bank without having to manually transfer money between banks.
- Pay off figures for long-term loans will be presented at Town Meeting. Since the 2008 proposed budget summary is $45,000 less than 2007's and the recent audit confirmed a healthy fund balance as of 12/31/07, the Board hopes a motion will be made to amend Article 2 to include paying off either the grader loan or highway garage loan, saving thousands of dollars in interest and removing that debt payment from future budgets.
Committee Reports & Needs:
- Road Agent Tom Smith and the Selectmen discussed highway department matters including road washouts due to the recent storm, current stockpiles of materials, lining up sand and gravel and roadside mowing options for 2008, and looking for a temporary laborer to help with summer roadwork. The 2008 highway budget-to-date was reviewed. Smith noted that road bans will be posted soon and the one-ton and 10-wheeler should have their Town decals within the week. An extended warranty on the 10-wheeler was reviewed but the Board felt the items covered did not justify the cost of the plan.
- A highway purchase order for $697.50 for JH Welding for push arms for wing plows was signed.
- The 1st Qtr 2008 Joint Loss Management Committee meeting will be scheduled in late March at the highway crew's convenience.
- Moscicki reported that the Planning Board meeting scheduled for Mar 5th was cancelled due to bad weather. The Planning Board will be reminded that the Selectmen would like to meet with them soon to discuss road policy issues as more lots are being sold on undeveloped roads.
Meeting Minutes:
Minutes for Mar 3rd were reviewed. Sherry motioned to approve the minutes as written, 2nd by Trudell, so voted all.
Correspondence:
- Legislative Bulletin #12 and the minutes from the Grafton County Delegation vote on the jail project were distributed to the Board.
- Information received about an Apr 5th Saving Special Places conservation conference will be passed along to the Conservation Commission.
- Auto Salvage Yard licensing workshops are being offered in Bethlehem, but the Selectmen declined the invitation as junkyards are prohibited by Lyman zoning ordinances.
Old Business:
- Sherry and Trudell will attend a Roads Scholar training course on Maintenance of Local Roads Apr 18th in Somersworth. Moscicki will decide next week if he will attend a similar workshop on drainage.
- The Board drafted a letter of response to an attorney regarding an ongoing access issue.
- Sherry confirmed she will not be present at next week's meeting.
- The Selectmen reviewed all information to be presented at tomorrow night's Annual Town Meeting.
New Business:
- The Selectmen approved having Sharon Sierra add an invisible counter to the Lyman website pages to keep track of how many times they are visited.
- The Board granted Clark's request to take Mar 13th off in place of one of two paid holidays she worked earlier in the year.
Trudell motioned to adjourn the meeting at 8:40 pm, 2nd by Moscicki, so voted all.
The Annual Town Meeting will be held Tuesday, March 11th, at 7:00 pm. Polling hours are from 11:00 am to 6:00 pm to choose all necessary Town Officers.
The next regular meeting is scheduled for Monday, Mar 17th, at 6:00 pm.
