Selectmen's Minutes
April 7, 2008
Present: Jim Trudell, Elaine Sherry, Steve Moscicki, Donna Clark, Celine Presby, Tom Smith
6:00 pm Chairman Trudell called the meeting to order.
Manifests & Invoices:
The manifest for Apr 7th was authorized and new invoices for future payment were reviewed and initialed.
Treasurer's Report:
The Treasurer's Report was read showing a balance of $24,389.26 in the checking account, $61,432.02 in the NHDIP fund and $46,232.79 in the Laconia Bank savings account.
Committee Reports & Needs:
- Road Agent Tom Smith and the Selectmen discussed highway department matters including prices for screening sand, for crushing gravel and stone, and for purchasing already processed and crushed gravel. Clark will prepare a purchase order and deposit for winter sand from Joe Aldrich's pit. Other topics included the spring/summer vehicle maintenance and roadwork schedule, possible candidates for temporary help, a review of the 2008 highway budget-to-date, and a report by Smith on the drainage class he recently attended. The Board also approved renting a machine from MB Tractor again this summer for roadside mowing.
- As Emergency Management Director, Sherry spoke with North Country Council and was told Lyman is not eligible for grant assistance to create a Hazard Mitigation Plan since the town is not a member of the National Flood Insurance Program (NFIP). She will contact Mary Ruppert to schedule an Emergency Management Committee meeting to resume work on Lyman's Emergency Preparedness Plan.
Permits and Applications:
The following were approved:
- Pistol Permit for Richard Donovan, Jr
- Current Use Application for Paul Thomas for Map 51 Lots 21,22,23,24 & 25
An application for a Veterans Tax Credit was denied as the applicant did not meet all the necessary qualifications.
Meeting Minutes:
Minutes for Mar 31st were reviewed. Moscicki motioned to approve the minutes as written, 2nd by Trudell, so voted all.
Correspondence:
- LGC Legislative Bulletin #16 and the April 2008 Town & City Magazine were distributed to the Board.
- Local Government Center is holding a Workplace Violence Prevention workshop in North Haverhill April 23rd. Clark and Carol Messner will attend the afternoon session.
- Northeast Resource Recovery Assn is asking municipalities to support House Bill 1332 relative to uniform solid waste reporting standards. The Selectmen don't feel they know enough about the bill at this time to support or oppose it.
- As a member of the Pemi-Baker Solid Waste District, House Bill 1429 relative to "host community agreements" with private landfills such as NCES in Bethlehem could negatively impact the Town of Lyman's taxes in the future if solid waste has to be hauled to more distant facilities, possibly even out of state. After communicating with the Town of Lisbon and reviewing information from LGC Legislative Bulletin #14 and NCES, the Board agreed to write to Senator Gallus in opposition to the bill.
- Three new reports from Ray Burton were reviewed.
Old Business:
- Trudell was reminded that the Joint Loss Management Committee meeting is April 10th at noon.
- A letter to Brien Ward concerning an ongoing access issue was prepared and signed.
New Business:
The Selectmen will drive by two properties with possible zoning violations and report their findings at next week's meeting. Letters will be written to the owners at that time if necessary.
Moscicki motioned to adjourn the meeting at 7:50 pm, 2nd by Trudell, so voted all.
The next regular meeting is scheduled for Monday, April 14th, at 6:00 pm.
