Selectmen's Minutes
April 21, 2008
Present: Jim Trudell, Steve Moscicki, Donna Clark, Celine Presby
Absent: Elaine Sherry
6:05 pm Chairman Trudell called the meeting to order.
Manifests & Invoices:
The manifest for Apr 21st was authorized and new invoices for future payment were reviewed and initialed.
Treasurer's Report:
- The Treasurer's Report was read showing a balance of $16,288.11 in the checking account, $61,432.02 in the NHDIP fund and $46,258.76 in the Laconia Bank savings account.
- Presby will move $40,000 from the Laconia Bank savings account into the checking account this week and then start drawing from the NHDIP fund until a tax anticipation note becomes necessary.
Committee Reports & Needs:
- Clark updated the Board on highway issues on Tom Smith's behalf. A purchase order to The Gorman Group for $3,960 for liquid calcium chloride was approved, Smith and Stuart will attend a May 7th chainsaw training course, recall and warranty items on the 10-wheeler have been fixed, Tom Fenoff has been billed for winter sand, a mowing machine has been reserved at MB Tractor for the week of Aug 11th, Clough will crush stone at Aldrich's pit the week of 5/5 or 5/12, and the highway generator is not working.
- The Selectmen signed oath of office papers for Cindy Schieman for Deputy Town Clerk/Tax Collector. She has attended some training sessions and will start working a few hours a week with Carol Messner.
- Moscicki reported that the Planning Board has formed a committee to review future land acquisitions.
Permits and Applications:
An updated Building Permit application and a Driveway Permit application for an emergency lane for the Ogontz Hall project on Map 170 Lot 173 were received. Both will be forwarded to Stan Borkowski for review.
Meeting Minutes:
Minutes for Apr 14th were reviewed. Moscicki motioned to approve the minutes as written, 2nd by Trudell, so voted all.
Correspondence:
- LGC Legislative Bulletin #18 was distributed to the Board.
- Volunteer Lake Assessment Program Workshop information will be passed along to Donna Trudell and Patti Slavtcheff.
Old Business:
- Trudell reported that he and Sherry learned about drainage, ditching with an excavator versus a backhoe, using geo-fabrics and crushing ledge at the road maintenance workshop they attended last week. He will share this information with Tom Smith.
- Both Town Offices will be closed the afternoon of Apr 23rd while Clark and Messner attend a Workplace Violence Prevention Workshop in Haverhill.
- The Selectmen's Office will be closed Apr 24th while Trudell and Clark attend a Local Officials Workshop in Sugar Hill.
- Zoning violation letters were sent to a Wilderness Acres Road property owner and a Moulton Hill Road property owner.
- Clark confirmed that Health Officer Liaison Louise Hannan will attend the May 5th Selectmen's meeting.
New Business:
- The Selectmen appointed Trudell and Clark as Lyman's commissioners to North Country Council for 2008-2009.
- The Selectmen reviewed the Planning Board's recommendations for a Town of Lyman Road Policy that is consistent with the Lyman Subdivision Regulations. After a brief discussion, Trudell made a motion to adopt the following policy, 2nd by Moscicki, so voted all. Building Permits for Dwellings will not be issued in the Town of Lyman on a Class VI or Private Road unless the road meets "TRA" specifications per Exhibit A. Exhibit A is the NH Dept of Transportation Suggested Minimum Design Standards for Rural Subdivision Streets. This road policy takes effect immediately and supersedes any former road policies.
Moscicki motioned to adjourn the meeting at 7:00 pm, 2nd by Trudell, so voted all.
The next regular meeting is scheduled for Monday, April 28th, at 6:00 pm.
