Selectmen's Minutes
April 28, 2008
Present: Jim Trudell, Elaine Sherry, Steve Moscicki, Donna Clark, Celine Presby
6:00 pm Chairman Trudell called the meeting to order.
Manifests & Invoices:
The manifest for Apr 28th was authorized and new invoices for future payment were reviewed and initialed.
Treasurer's Report:
The Treasurer's Report was read showing a balance of $52,278.84 in the checking account, $61,432.02 in the NHDIP fund and $6,258.76 in the Laconia Bank savings account.
Committee Reports & Needs:
- Clark updated the Board on highway issues on Tom Smith's behalf. Purchase orders to Byron & Roberta Aldrich for a maximum of $4,875 for stone and to Clinton Clough for a maximum of $6,000 for crushing stone were approved. A new battery will also be purchased for the highway generator.
- The Board discussed gravel testing and available options to start laying out gravel on Ogontz Rd and Davis Dr as soon as possible. Trudell will pass this information on to Tom immediately.
- The Selectmen were pleased to learn that Tom Smith has achieved the status of Roads Scholar One through the UNH Technology Transfer Center for continuing his education in the field of local road maintenance and construction. Congratulations Tom!
Permits and Applications:
The following were approved:
- Pistol Permit for Seth Presby
- Intent to Excavate for Byron & Roberta Aldrich for Map 170 Lot 176
- Building Permit for shed for Brian Santy for Map 53 Lot 41
Meeting Minutes:
Minutes for Apr 21st were reviewed. Trudell motioned to approve the minutes as written, 2nd by Moscicki, so voted all.
Correspondence:
- LGC Legislative Bulletin #19 was distributed to the Board.
- Invitations were received to Grafton County Government Day on May 3rd, Primex's Annual Conference May 21st & 22nd in Meredith, and Mountain of Demonstrations on May 22nd in Gilford.
- Minutes of the Apr 9th NCC Transportation Advisory Committee and notice of their next meeting on June 11th were also received.
Old Business:
- After a brief discussion, Sherry signed the Lyman Road Policy adopted last week.
- Clark reported on the Apr 23rd workplace violence prevention workshop she and Carol Messner attended. The town offices will be examined to determine if any additional safety measures are needed to protect the staff from the public in case of an incident.
- Trudell reported on the Apr 24th local officials workshop he and Clark attended which covered updated right-to-know laws, NH town government, Selectmen's duties, capital reserve funds, conflicts of interest and welfare.
- The Town received updates on water, septic and structural engineering for Ogontz Hall last week. Stan Borkowski will prepare a report for the Board after his April 30th meeting with the architect and project manger at the site.
- Another letter from Brien Ward concerning an ongoing access issue was reviewed and will be addressed at the next meeting.
- Two landowners have not responded to recent zoning violation letters. Additional steps will be taken if they have not replied by next week.
- Next week's Selectmen's meeting will start at 5:15 pm as Louise Hannan will need time for her presentation on health officer responsibilities.
- The Board will start examining existing credit and exemption applications next week as required by this year's assessment review process.
New Business:
Moscicki asked for confirmation that a building permit had been issued for a new structure on Under the Mountain Road. The permit was approved last summer.
Moscicki motioned to adjourn the meeting at 7:50 pm, 2nd by Sherry, so voted all.
The next regular meeting is scheduled for Monday, May 5th, at 5:15 pm.
