Selectmen's Minutes
May 12, 2008
Present: Jim Trudell, Elaine Sherry, Steve Moscicki, Donna Clark, Celine Presby, Tom Smith
6:05 pm Chairman Trudell called the meeting to order.
Manifests & Invoices:
The manifest for May 12th was authorized and new invoices for future payment were reviewed and initialed.
Treasurer's Report:
The Treasurer's Report was read showing a balance of $48,527.54 in the checking account, $21,432.02 in the NHDIP fund and $6,258.76 in the Laconia Bank savings account.
Committee Reports & Needs:
- Road Agent Tom Smith updated the Board on highway department matters. Clough will finish crushing stone at Aldrich's pit soon, then start crushing gravel. Presby has not provided a price for crushed material yet. The road crew has been hauling clay, ditching, grading and spraying roads. Ogontz Rd and Davis Dr are being prepped for gravel, and sand is still scheduled to be screened in mid-June. A purchase order to Gorman Group for $3,960 for liquid calcium chloride was signed. The highway budget-to-date was reviewed. Smith noted that the chainsaw safety course he and Scott Stuart attended was excellent. The need for a temporary road crew person was discussed and the Selectmen agreed with Smith's suggestion to offer the position to Jim Aldrich. Smith will look into costs for building a retaining wall at the corner of Skinny Ridge and Tinkerville Rds.
- The Board signed a timber tax abatement as well as new timber tax warrants and certifications.
Permits and Applications:
The following were approved:
- Intent to Cut for Juanita Hubbard for Map 53 Lot 23
- Building Permit for Tim & Beth Carignan for garage for Map 170 Lot 157
- Building Permit for Stephen & Elaine Sherry for deck for Map 51 Lot 48A
Meeting Minutes:
Minutes for May 5th were reviewed. Trudell motioned to approve the minutes as written, 2nd by Moscicki, so voted all.
Correspondence:
- Local Government Center's Legislative Bulletin #21 was distributed to the Board.
- The Grafton County Fiscal Year 2009 Budget and notice of a May 19th hearing were received.
- North Country Council's Quarterly Meeting will be held May 28th at 5:30 pm at the Franconia Town Hall.
- The State Fire Marshal confirmed that Stan Borkowski can continue conducting inspections of the Ogontz Hall project and mobile home installations on behalf of the Town.
- Watershed to Wildlife will sponsor a culvert workshop in September if enough people are interested.
Old Business:
- Clark updated the Selectmen on the status of three ongoing zoning violations. Information from the Dept of Environmental Services will be passed along to one property owner, a 2nd violation letter will be sent to another, and the third reported he has made arrangements for a number of vehicles and other items to be removed.
- Trudell reported that the cemetery committee may have found a person to mow.
- A list of handyman/maintenance type items to be done around the Town Hall was reviewed, but no one has been found to complete them.
- Dodge Contractors and Keith McKown have been asked to quote on upgrading the handicapped ramp. Proposals are due by next Monday.
- Sherry reported on the April 7th Emergency Management Committee meeting. Town officials and staff may be required to complete online courses in order for the Town to be eligible for State and Federal disaster grants and funding. She is also pursuing other avenues for assistance in developing an Emergency Operations Plan.
- Moscicki, Lisa Linowes and Brian Santy attended the May 6th Selectmen's meeting in Monroe regarding UPC's interest in putting up wind towers. A presentation has been made to the town and at least one landowner has been approached about leasing land. Information was shared about Lyman's experience with UPC a few years ago.
- Moscicki spoke about the May 7th Planning Board meeting. They have been getting legal advice to help clarify some road and building issues and sent a letter to a Brook Rd property owner regarding his request to merge two lots.
- The Selectmen reviewed several existing veterans credit applications to insure they qualify as required by the Dept of Revenue for assessment review.
New Business:
- The assessors are working in Lyman May 8th-13th.
- The Board approved Clark's request to take vacation the week of Aug 3rd.
- Due to the Memorial Day holiday, there will be no Selectmen's meeting the week of May 26th.
- The Selectmen will prepare Clark's annual review for next week.
- A complaint was received about the smoke from an outdoor wood burning furnace. The State will be contacted to confirm that it should be addressed as a health issue.
Moscicki motioned to adjourn the meeting at 7:55 pm, 2nd by Trudell, so voted all.
The next regular meeting is scheduled for Monday, May 19th, at 6:00 pm.
