Selectmen's Minutes
May 19, 2008
Present: Jim Trudell, Elaine Sherry, Steve Moscicki, Donna Clark, Celine Presby

6:00 pm Chairman Trudell called the meeting to order.
Manifests & Invoices:
The manifests for May 19th and May 27th were authorized and new invoices for future payment were reviewed and initialed.
Treasurer's Report:
The Treasurer's Report was read showing a balance of $48,368.21 in the checking account, $21,566.87 in the NHDIP fund and $6,271.37 in the Laconia Bank savings account.
Committee Reports & Needs:
- Clark updated the Board on highway issues on Tom Smith's behalf. Scott Stuart will be taking vacation the week of May 26th. A wage agreement for temporary road crew person Jim Aldrich was signed. Purchase orders to Byron & Roberta Aldrich for a maximum of $4,875 for gravel and to Clinton Clough for a maximum of $6,000 for crushing gravel were approved. These purchase orders are only valid while the quality of the gravel remains high. Davis Dr and Ogontz Rd are being graveled this week. Stiles Fuel put a whistle and fill gauge on the diesel tank at the highway garage.
- The Selectmen authorized Tax Collector Carol Messner to hire Lear Hill Title Services to research mortgages for properties going to lien July 28, 2008. They also authorized her to research and notify mortgagees on properties which may be deeded Aug 4, 2008. A list of those properties was also reviewed.
Permits and Applications:
The following were approved:
- Pistol Permit for Celine Presby
- Building Permit for Bruce & Gertrude Beane for deck & porch for Map 172 Lot 139
Meeting Minutes:
Minutes for May 12th were reviewed. Sherry motioned to approve the minutes as written, 2nd by Moscicki, so voted all.
Correspondence:
- LGC's Legislative Bulletin #22 and the May 2008 Town & City Magazine were distributed to the Board.
- Clark and perhaps Trudell will attend a Welfare Administrators Workshop being held June 26th in Laconia.
- The NH Dept of Transportation advised the amount of Lyman's 2008 Highway Block Grant will be reduced by $157.
- Sherry may attend North Country Council's Presentation of Solid Waste/Recycling in NH June 5th in Bethlehem.
- Congressman Paul Hodes sent an update on his Northern Borders Regional Commission bill which will soon become law. The NRBC will invest up to $30 million per year in federal resources to bring improvement in roads, rail, broadband, job training, energy generation, and health care in Grafton, Coos, Sullivan and Carroll counties.
Old Business:
- Clark reported on her recent work session with Dept of Revenue field monitor Ron Cote and the progress being made on the assessment review process.
- The Cemetery Committee selected Larry and Todd Jackson to mow cemeteries this year.
- Regarding the remodeling of the handicapped ramp, quotes were received from Hammer Down Construction and Charles Hochmuth Construction. Dodge Contractors and Keith McKown were also invited to bid but were too busy to take on the project. After a review of the two proposals, Trudell made a motion to accept Charles Hochmuth's proposal as it was significantly lower and he comes highly recommended by the Town of Landaff, 2nd by Sherry, so voted all.
New Business:
- The Board reviewed the Application and Participation Agreement for LGC's Property-Liability Trust multi-year rate package and annual HealthTrust medical-dental-disability insurance. Moscicki made a motion to sign the agreement and accompanying resolutions, 2nd by Sherry, so voted all. Clark will investigate whether moving the Town's workers' comp insurance from Primex to LGC would be beneficial.
- The Selectmen presented Clark with her two-year employment review. They are very pleased with the way the Selectmen's Office is running and with the tasks that she handles on their behalf.
Trudell motioned to adjourn the meeting at 7:25 pm, 2nd by Sherry, so voted all.
Due to the Memorial Day holiday, there will be no Selectmen's meeting the week of May 26th. The next regular meeting is scheduled for Monday, June 2nd, at 6:00 pm.
