Selectmen's Minutes
June 2, 2008

6:00 pm Chairman Trudell called the meeting to order.
Manifests & Invoices:
The manifest for June 2nd was authorized and new invoices for future payment were reviewed and initialed.
Treasurer's Report:
- The Treasurer's Report was read showing a balance of $115,963.25 in the checking account, $21,566.87 in the NHDIP fund and $6,271.37 in the Laconia Bank savings account.
- Presby advised the Board that the previously approved $400,000 Tax Anticipation Note is in place and that $75,000 of it has been moved into the checking account.
- The Selectmen signed a letter authorizing the Treasurer to contact the Trustees of the Trust Funds to arrange the transfer of $58,000 from the General Fund to the Capital Reserve Funds as approved at the 2008 Town Meeting.
Committee Reports & Needs:
- The Board signed a timber tax warrant and two certifications.
- Clark updated the Board on highway issues on Tom Smith's behalf. A purchase order to Littleton Gravel for $4,595 for 500 yds of ¾" gravel was approved. This material will be used to complete work on Ogontz Rd. Crushing at Aldrich's pit has ceased as the material has turned sandy. Once the Town screens winter sand at the pit, more acceptable gravel may be found. Smith will meet with the Selectmen next week to discuss gravel options for the remainder of 2008's planned road work.
Permits and Applications:
The following were approved:
- Intent to Cut for Susan Lombard for Map 168 Lot 4
- Intent to Cut for Ronald Hubbard for Map 69 Lot 13
- Building Permit for Ed & Jacqueline Daniels for deck for Map 170 Lot 160
Meeting Minutes:
Minutes for May 19th were reviewed. Moscicki motioned to approve the minutes as written, 2nd by Sherry, so voted all.
Correspondence:
- LGC's Legislative Bulletin #23, the DRA Spring 2008 Newsletter and the May 2008 Emergency Management News were distributed to the Board.
- Mitchell & Bates, PA announced that partner Tim Bates is retiring at the end of the month. The attorney Lyman works with is remaining with the firm so the change should not affect the Town.
- NH Dept of Environmental Services is offering a course for Home Inspectors that may be applicable to Health Officers on June 18th in Lancaster.
- North Country Council announced a Transportation Advisory Committee Meeting being held June 11th in Bethlehem.
- LGC's Local Officials Workshop Part II is being offered June 14th in Concord.
- Clark received press releases and posters regarding mosquitoes, EEE and West Nile Virus which will be posted at the Town Hall and on the website.
- Littleton Regional Hospital sent a notice that changes are being made in their Occupational Health Dept which Lyman utilizes for DOT physicals and random drug and alcohol testing.
Guests:
Stephanie Eaton advised the Selectmen that she would not be running for State Representative again after having served 16 years. She wanted to personally thank the current Board for always making time for her and for actively showing support or concern when pending legislation may have impacted the Town of Lyman. The Selectmen wished her well in her retirement.
Ogontz's owner Lynn Kent and manager Andrew Lidestri spoke to the Board about their plan to seek a beer and wine license for functions held at the existing camp facilities. The State of NH determines whether a liquor license is granted but a positive letter from the Town moves the process along much quicker. Stan Borkowki and Fire Chief Houston have already inspected the premises and found a few items that need to be resolved before they will grant an assembly permit. After Mrs. Kent and Mr. Lidestri left the meeting, the Selectmen prepared and signed a letter of support.
Old Business:
- Clark updated the Selectmen on the status of three ongoing zoning violations. Follow up letters will be sent to two owners and LGC Legal Inquiries will be contacted for advice about the third property.
- The Board discussed recent complaints about smoke from a Clough Hill Rd outdoor wood-fired boiler and Clark reported on advice she was given by the Dept of Health & Human Services and a Local Government Center attorney. The Selectmen agreed to have Trudell talk to the property owners about the problem and see what options are available to resolve the issue. He will report back next week and further action will be taken at that time, if necessary.
- Scott Baker and others involved with the water, septic, site plan and building aspects of the Ogontz Hall project will be invited to next week's meeting to update the Board on their progress.
New Business:
- A resident's vehicle was damaged by driving through deep gravel that was dropped but not spread out on Davis Drive. LGC Property Liability Trust will handle the insurance claim.
- The Selectmen discussed the possibility of holding a summertime Lyman Day, similar to the winter Dodge Pond Day. A date and location for the event will be determined in the near future.
Trudell motioned to adjourn the meeting at 7:55 pm, 2nd by Sherry, so voted all.
The next regular meeting is scheduled for Monday, June 9th, at 6:00 pm.
