Selectmen's Minutes
June 9, 2008

6:00 pm Chairman Trudell called the meeting to order.
Manifests & Invoices:
The manifest for June 9th was authorized and new invoices for future payment were reviewed and initialed.
Treasurer's Report:
The Treasurer's Report was read showing a balance of $55,666.82 in the checking account, $21,566.87 in the NHDIP fund, $6,271.37 in the Laconia Bank savings account and $325,000 in the TAN.
Committee Reports & Needs:
- Clark updated the Board on highway issues on Tom Smith's behalf. The following purchase orders were approved: Ferguson Waterworks for $1,602 for road fabric, Littleton Gravel for $4,595 for up to 500 yds of ¾" gravel and Beattie Crushing & Screening for $6,600 to screen 3,000 yds of winter sand. Sand will be hauled from Aldrich's pit to the highway yard over the next couple of weeks. The highway budget to date and list of anticipated road expenses were reviewed. The Board feels that expenses are in line for the amount of road work done so far. Bobbin Mill Rd is currently being upgraded, followed by Dodge Pond Rd. Smith will meet with the Selectmen next week.
- The Board signed the final 2007-2008 timber tax warrant and certification.
- Emergency Management Director Sherry announced that the next Emergency Management Committee meeting will be held June 18th at 6:00 pm at the Town Hall.
- The Selectmen approved the Planning Board's request to contact Town Counsel to confirm the status of a road which was discontinued in 1939 before approval is granted to merge two lots abutting opposite sides of that road. The Planning Board also suggested that property deeds be reviewed for restrictions before granting building permits.
Permits and Applications:
The following were approved:
- Building Permit for John & Christine Murray for garage for Map 51 Lot 30-1
- Building Permit for Michael Stockley for garage for Map 170 Lot 5
Brook Road property owner Sam Robinson approached the Board to inquire about the process necessary to install a microhydro generator in the brook on his land. It would be less than 4 ft high and about 15 - 20 ft across and would generate 2KW of electricity per hour. He has been working with the necessary State and Federal agencies since he first contacted the Town about building a dam in July 2007. The Selectmen again referred him to the Conservation Commission as the brook and area surrounding the dam would be impacted.
Meeting Minutes:
Minutes for June 2nd were reviewed. Moscicki motioned to approve the minutes as written, 2nd by Trudell, so voted all.
Correspondence:
- LGC's Legislative Bulletin #24 and the June 2008 City & Town Magazine were distributed to the Board.
- A thank you note was received from North Country Home Health & Hospice for the Town's 2008 appropriation to their organization.
- Clark will attend an Employee Handbook Workshop June 24th at Primex.
Old Business:
- Clark updated the Selectmen on the status of three ongoing zoning violations. Two more vehicles will be removed from one property in the next 30 days, there has been no response to a follow up letter to a second property owner, and the Town is still waiting for legal advice regarding a third property.
- Trudell spoke with the owners of an outdoor wood-fired boiler that is causing smoke problems for neighbors. They have already installed an extension on the smoke stack and will investigate other options to resolve the situation. Those who have made verbal complaints about the smoke will be told they must do so in writing before any further action is taken.
- Scott Baker and others involved with the Ogontz Hall project will attend the June 16th Selectmen's meeting.
- An ad will be prepared for a "handyperson" to help with some repair and maintenance items around the Town buildings this summer.
New Business:
- The Board approved the purchase of an additional locking file cabinet for confidential documents.
- The Town Office carpets will be cleaned Friday.
- DRA field rep Ron Cote will visit selected properties this week as part of the Town's assessment review. The State requested permission from the homeowners in advance of the inspections.
- Trudell will not be available for the June 23rd meeting.
- Clark will inquire how to create town ordinances for various nuisance issues not covered by the Zoning Regulations.
- The Selectmen talked more about holding a Lyman Day for residents this summer. Sherry will contact a local band to see what dates they have available.
Trudell motioned to adjourn the meeting at 7:45 pm, 2nd by Sherry, so voted all.
The next regular meeting is scheduled for Monday, June 16th, at 6:00 pm.
