Selectmen's Minutes
June 16, 2008

6:00 pm Chairman Trudell called the meeting to order.
Manifests & Invoices:
The manifest for June 16th was authorized and new invoices for future payment were reviewed and initialed.
Treasurer's Report:
The Treasurer's Report was read showing a balance of $59,234.45 in the checking account, $21,625.16 in the NHDIP fund, $6,271.37 in the Laconia Bank savings account and $265,000 in the TAN.
Committee Reports & Needs:
- Treasurer Presby, Trustee of the Trust Funds Lisa Linowes and former Trustee Cindy Schieman addressed the Board regarding the procedure for transferring money from the WGSB general fund checking account to the MBIA capital reserve funds. The Board decided to keep the policy of sending money via wire transfer in place.
- Road Agent Tom Smith updated the Board on highway department matters. The upgrade to Bobbin Mill Road is about half done. Road fabric will be used in some areas to reduce springtime mud problems. Dodge Pond Road will be graveled next. The highway budget to date and list of anticipated road expenses were reviewed. Purchase orders to William Presby for $9,000 and Littleton Gravel for $9,190 for ¾" gravel were approved. Winter sand will be screened at Aldrich's pit and hauled to the highway garage starting this week. Smith reported that Jim Aldrich is working out well as a truck driver, leaving Scott Stuart available to help change culverts and clear roadsides while maintaining a steady flow of material to the areas being graveled. Some work will be done on the Town Hall parking lots this summer to improve drainage. Smith will get current pricing on paving the intersection of Skinny Ridge and Tinkerville Roads. Smith and Stuart attended a demonstration in Bath of small scale blasting that does not require permits.
- Town Clerk Carol Messner provided the Selectmen with a list of unlicensed dogs as of June 16, 2008. The governing body has until July 10th to issue civil forfeiture warrants.
- Sherry noted that the Emergency Management Committee meeting scheduled for June 18th is postponed until further notice.
Guests:
Ogontz Hall's architect Scott Baker, owner Lynn Kent, Horizons Engineering project manager Jon Warzocha and Greg Russell from Presby Construction met with the Board to update them on the current status of the project. The new well installation is complete and a water sample has been submitted for quality testing. They expect the Dept of Environmental Services will issue their water supply permit in two weeks, at which time the new septic permit application will be submitted to DES. Once the State's septic construction approval is received by the Town, the most recent Ogontz Hall building permit application will be complete. The actual septic system will not be installed until the fall, after the camp closes for the season. Other topics included general building construction, sprinklers, life safety issues and driveway access for an emergency fire lane.
Meeting Minutes:
Minutes for June 9th were reviewed. Moscicki motioned to approve the minutes as written, 2nd by Sherry, so voted all.
Correspondence:
- Clark will attend the NCC Quarterly Meeting June 24th at 5:30 at the Rocks Estate.
- A letter was received from the NH Dept of Transportation stating that the installation of a flashing light at the intersection of Lyman Road and Route 302, as requested by Sherry at a public DOT meeting held several months ago, is not considered necessary.
Old Business:
- Clark advised the Selectmen that one of the properties with ongoing zoning violations may be going up for foreclosure sale next month, and the owner of another should be removing a vehicle from the Town's right of way within the week.
- Based upon written complaints and advice received from Local Government Center, a letter was drafted to the owners of an outdoor wood-fired boiler that is causing smoke problems for neighbors.
- Clark also passed along information from LCG on creating town ordinances for various nuisance issues not covered by the Lyman Zoning Regulations and removing items left in the Town's right of way if the owner refuses to do so.
New Business:
A zoning violation letter was sent to a Hurd Hill Road property owner.
Trudell motioned to adjourn the meeting at 9:00 pm, 2nd by Moscicki, so voted all.
The next regular meeting is scheduled for Monday, June 23rd, at 6:00 pm. Trudell will not be available that evening.
