Selectmen's Minutes
June 30, 2008

6:00 pm Chairman Trudell called the meeting to order.
Manifests & Invoices:
The manifest for June 30th was authorized and new invoices for future payment were reviewed and initialed.
Treasurer's Report:
The Treasurer's Report was read showing a balance of $41,001.46 in the checking account, $21,625.16 in the NHDIP fund, $6,272.97 in the Laconia Bank savings account and $265,000 in the TAN.
Audience Participation:
William and Lorraine Hanaway, Linda Stephens and Marc Tsagaris updated the Board about an ongoing property access issue with the owners of a land-locked parcel situated between Pettyboro Road and Brook Road. Mr. Rainville advised Ms. Stephens over the weekend that he is bringing an excavator in this week to put a road through to his property using the discontinued road that cuts between the Stephens and Hanaway properties on Pettyboro Road. When asked if he had applied for a new driveway permit, the Selectmen confirmed in writing that the only access recognized by the Town of Lyman to Rainville's property is via a town issued driveway permit from Brook Road.
Committee Reports & Needs:
- Clark updated the Board on highway issues on Tom Smith's behalf. Work should be completed on Bobbin Mill Rd this week. The road crew is also ditching Under the Mountain Rd. Smith will attend next week's meeting to discuss gravel options for the remainder of this year's scheduled work and prices for paving the corner of Skinny Ridge and Tinkerville Roads.
- The Board prepared a letter authorizing the Trustees of the Trust Funds to discontinue the Major Lyman Road Improvement Capital Reserve Fund and transfer the balance to the general fund as approved at Town Meeting.
- The Selectmen signed a warrant authorizing the Animal Control Officer to send out civil forfeitures for unregistered dogs.
- The Town Clerk's Office will be closed the week of July 7-11 while she and her deputy attend motor vehicle training classes in Concord. This information is posted on the website, at the Town Hall and in three newspapers.
Meeting Minutes:
Minutes for June 23rd were reviewed. Moscicki motioned to approve the minutes as written, 2nd by Sherry, so voted all.
Correspondence:
- An LGC Action Bulletin and the June 2008 Emergency Management News were distributed to the Board.
- The Grafton County Commissioners announced their revised FY 2009 budget and the delegation meeting to vote on the budget scheduled for Monday, June 30th, at 9:00am. The timing of the letter, which was postmarked Friday, June 27th, made it impossible for the Selectmen to contact their representatives or attend the meeting. Sherry will follow up on the timing of this notice. Representative Rusty Bulis sent an e-mail stating that he voted against the budget as proposed but it was passed by a 19 to 4 vote. This will result in a 10.49% tax increase on the county portion of the tax rate.
Old Business:
- Clark reported on the North Country Council Quarterly Meeting and Welfare Administrators Workshop she attended last week.
- The exterior work on the handicapped ramp should be completed this week. If the budget allows, some interior work will be done on the ramp including wiring for additional lighting.
- Clark updated the Board on water and septic permitting for Ogontz Camp.
- Progess has been made in cleaning up a Pettyboro Road property that had a zoning violation and other issues.
- Sherry and Trudell will check out possible locations for a Lyman Day community event.
Audience Participation:
David and Jackie Carbonneau met with the Selectmen/Health Officers to discuss their outdoor wood-fired furnace that is reportedly causing smoke problems for some neighbors. Les Poore and Phil Poore, Jr explained that it is not much of a problem in the winter, but they have to close their windows and move inside their houses when it occurs this time of year. This is the first year the outdoor furnace has been used to heat a swimming pool so that may be the reason the smoke is more noticeable. Mr. & Mrs. Carbonneau have been looking into solutions since the problem was brought to their attention but have been told that draft inducers and/or a taller stack won't help. Due to the wind currents in the valley, the smoke usually travels down their driveway and across the road. Sherry gave out copies of an article called "What's In That Smoke" that she obtained from the NH Dept of Environmental Services. All agreed that things have been better the last two weeks and the owners will continue to look for ways to lessen the problem.
New Business:
The Selectmen reviewed the balance of the existing veteran's credit and elderly exemption applications as required by the Dept of Revenue Administration's assessment review process. Trudell will call Local Government Center to ask a few questions about veterans who do not qualify for the credit.
Moscicki motioned to adjourn the meeting at 8:25 pm, 2nd by Sherry, so voted all.
The next regular meeting is scheduled for Monday, July 7th, at 6:00 pm.
