Selectmen's Minutes
July 14, 2008
Present: Jim Trudell , Elaine Sherry, Steve Moscicki, Donna Clark, Celine Presby
6:00 pm Chairman Trudell called the meeting to order.
Manifests & Invoices:
The manifest for June 14th was authorized and new invoices for future payment were reviewed and initialed.
Treasurer's Report:
- The Treasurer's Report was read showing a balance of $31,259.74 in the checking account, $21,667.21 in the NHDIP fund, $6,272.97 in the Laconia Bank savings account, $165,000 in the TAN and $448.53 in the Dodge Pond Dam Preservation Fund.
- Per Trustee of the Trust Funds Lisa Linowes, $26,924.87 will be transferred into the general fund from discontinuing the Major Lyman Road Improvement Capital Reserve Fund as voted at Town Meeting.
Committee Reports & Needs:
Clark updated the Board on highway issues on Tom Smith's behalf. Purchase orders to Byron & Roberta Aldrich for up to $16,250 for gravel and to Beattie Crushing for up to $17,250 for crushing gravel were approved. Crushing has been pushed back to mid-August so the road crew will continue ditching on Dodge Pond, Under the Mountain, Moulton Hill & Brook Roads. Jim Aldrich is off for two weeks and Smith will leave Scott Stuart a list of work to be done while he is on vacation. Pike's rough estimate for 200 tons of pavement for the intersection of Skinny Ridge and Tinkerville Roads is $25,400 plus hand labor. Formal bid requests will be sent out to several pavers in the next few weeks. A safety recall notice was received on the International truck. Moscicki will take a look at the highway generator in the next couple weeks to determine if he can replace the starter.
Permits and Applications:
The following was approved:
- Building Permit for Bob Brooks for a new house for Map 170 Lot 165-2
Meeting Minutes:
Minutes for July 7th were reviewed. Moscicki motioned to approve the minutes as written, 2nd by Sherry, so voted all.
Correspondence:
- Sherry and Clark will attend a July 22nd grant writing workshop being offered in Haverhill by the NH Dept of Homeland Security and Emergency Management.
- North Country Council advised Sherry that grant funds they have available to assist in writing a Hazard Mitigation Plan are currently out of Lyman's reach as the Town was suspended from the National Flood Insurance Program (NFIP) years ago. The Selectmen will review the requirements for reinstatement.
- Sherry sent an e-mail to Rusty Bulis regarding the recent Grafton County budget meeting on the Board's behalf.
- LGC sent nomination forms for the 21st Annual Municipal Volunteer Awards.
Old Business:
- The Board reviewed Charles Hochmuth's proposal for $3,210 to insulate, sheetrock and trim out windows on the Town Hall's handicapped ramp entrance and Northland Electrical's quote for $804 for wiring outlets and lighting. After a discussion of the prompt and professional work both have done for the Town recently, and after a review of the budget, Moscicki made a motion to expend $4,014 as proposed to complete the remodeling, 2nd by Trudell, so voted all.
- Brett Presby was hired to do miscellaneous repair and maintenance tasks at the Town Hall and Grange Hall.
- A minor workers comp claim was denied by Primex due to a lack of paperwork to support the claim.
New Business:
- The Board reviewed the expense budget to date. Escalating diesel and heating fuel costs will be absorbed by cutting back in other areas.
- Options for the purchase of an automatic propane generator for the Town Hall are being investigated.
- The quarterly Joint Loss Management Committee meeting will be held July 30th at noon.
- Trudell will look into a report that large pieces of cement in Dodge Pond are a danger and will coordinate their removal with Smith if necessary.
- Phil Bodwell of Commerford Nieder Perkins will finish up 2008's assessing work July 29th.
Sherry motioned to adjourn the meeting at 7:45 pm, 2nd by Moscicki, so voted all.
The next regular meeting is scheduled for Monday, July 21st, at 6:00 pm.
