Selectmen's Minutes
July 21, 2008

6:00 pm Chairman Trudell called the meeting to order.
Manifests & Invoices:
The manifest for June 21st was authorized and new invoices for future payment were reviewed and initialed.
Treasurer's Report:
- The Treasurer's Report was read showing a balance of $24,779.88 in the checking account, $21,667.21 in the NHDIP fund, $6,274.52 in the Laconia Bank savings account and $165,000 in the TAN.
- The Selectmen will not meet the week of Aug 4th while Clark is on vacation. She will prepare an estimated payroll and payables checks for Aug 4th next week.
Guest:
Lynn Wheeler, a candidate for the Grafton County Register of Deeds, stopped in to introduce herself to the Board and explain her background and her reasons for running for the position.
Committee Reports & Needs:
- Town Clerk/Tax Collector Carol Messner presented a list of pending 2007 tax liens totaling approximately $40,000 to the Board, along with a list of potential properties to be deeded to the Town August 4th. They also discussed her upcoming Municipal Agent status that will allow her to complete the State portion of registrations. The Board agreed with Messner's suggestion that, for added convenience, she offer to do vehicle renewals by mail at no additional cost to residents.
- The highway crew removed some large pieces of cement from Dodge Pond's public swimming area last week.
Meeting Minutes:
Minutes for July 14th were reviewed. Moscicki motioned to approve the minutes as written, 2nd by Trudell, so voted all.
Correspondence:
- The July 2008 NH Safe Routes to School newsletter and articles on Maintaining Roads and the Comprehensive Shoreland Protection Act were reviewed.
- Stiles Fuel is joining with TransEdge Energy but the same local staff will remain in place.
- The Selectmen signed a Dept of Revenue form confirming that PA-28 Inventories will not be used for 2009.
- A Dept of Revenue Community Action Report stating that the Town's records for elderly exemptions, veteran's credits and tax exempt property meet the guidelines for assessment review. DRA monitor Ron Cote has also completed the Accuracy of Data portion of the process by visiting approximately 35 properties.
Old Business:
- As approved last week, Northland Electrical and Charles Hochmuth will be working on the Town Hall's entrance ramp interior July 24-31.
- Brett Presby has completed a number of repair and maintenance tasks at the Town Buildings including prepping for some exterior painting.
- Sherry and Clark will attend an Emergency Management grant application workshop Tuesday.
- Clark will be reviewing all current use files for completeness for the next several weeks as part of the assessment review process.
New Business:
- The Board drafted a Floor Policy Proposal to send to Local Government Center. They believe that all honorably discharged veterans should qualify for the standard veteran's credit - not just those who served during certain wars or conflicts. It will be reviewed and signed next week.
- Clark will explain Welfare Officer duties to Trudell after next week's Safety Committee Meeting in case someone needs assistance in her absence.
- Ammonoosuc Computer will send a technician to review computer issues July 23rd.
Sherry motioned to adjourn the meeting at 7:15 pm, 2nd by Moscicki, so voted all.
The next regular meeting is scheduled for Monday, July 28th, at 6:00 pm.
