Selectmen's Minutes
August 25, 2008

6:00pm Chairman Trudell called the meeting to order.
Manifests & Invoices:
The manifests for Aug 25th and Sept 1st were authorized and new invoices for future payment were reviewed and initialed.
Treasurer's Report:
The Treasurer's Report was read showing a balance of $42,191.36 in the WGSB checking account, $48,713.57 in the NHDIP fund, $6,276.12 in the Laconia Bank savings account and $85,000 in the TAN.
Committee Reports & Needs:
- Tom Smith updated the Board on highway issues. The budget to date was reviewed and is in line for this time of year. Keeping increased heating oil and diesel prices in mind, a decision was made to hold off on paving the intersection of Skinny Ridge & Tinkerville Rds until next year. A large culvert on Pettyboro Rd will also need replacing next year. Beattie will start crushing gravel for Dodge Pond Rd at Aldrich's pit in about two weeks. A purchase order for Ferguson Waterworks for $1971 for culverts was approved. Smith ordered replacement signs for several that were spray painted recently. The Board authorized a letter to be sent to Mountain Meadows Owners Association regarding water coming off Beaver Pond Rd and causing damage to Davis Dr. Smith has been called out to repair that particular area several times this year. Moscicki hopes to have the motor for the highway generator repaired in the next couple of weeks.
- The Selectmen, Town Clerk and Moderator will set up the hall for voting at the Sept 8th meeting. State Primary Election Day is Tuesday, Sept 9th, and the polls are open from 11:00 am to 7:00 pm. Trudell will be in attendance throughout the day.
- Animal Control Officer Michael Slavtcheff returned the Civil Forfeiture Warrant for 2008 to the Board of Selectmen. It indicated that no civil forfeitures or court summons were served and no dogs were seized.
Permits and Applications:
The following were approved:
- Pistol Permit for Teresa Hurley
- Pistol Permit for Joseph Hurley
- Building Permit for Gwen Selleck for Storage Shed for Map 53 Lot 18
- Current Use Application for Philip & Donna Clark for Map 172 Lot 16
Meeting Minutes:
Minutes for August 18th were reviewed. Trudell motioned to approve the minutes as written, 2nd by Moscicki, so voted all.
Correspondence:
- Announcements for Local Government Center's upcoming Law Lecture Series, Sept 20th Conservation Commission Workshop and Sept 25th Budget & Finance Workshop were received. The Selectmen will decide which trainings to attend at the next meeting.
- The Dept of Revenue Administration's Assessing and Equalization Standards Boards sent a schedule of their 2008 public forums.
- A letter from the NH Land Surveyors Association advised municipalities that only licensed surveyors or the courts can determine boundary lines, not professional engineers. They requested that any existing regulations (subdivision, zoning, etc) be amended to conform to State law.
- The Board signed a proxy appointing the Grafton County Economic Development Council Board President to vote on the Town's behalf at their annual meeting Sept 16th.
- A fact sheet on Class VI Roads was received via e-mail.
- The North Country Public Safety Foundation sent a letter and brochures on their organization.
- Upcoming classes offered by UNH T2 Center were reviewed.
Old Business:
- The Selectmen signed two letters requested by Cartographic Associates, Inc regarding the ongoing mapping project. One requested information from the NH Dept of Transportation on State roads that pass through Lyman, and the other authorized CAI's representatives to solicit information regarding boundary lines and property data from Lyman property owners.
- There has been no response to an Aug 11th zoning violation letter sent to a Bobbin Mill Rd property owner. Additional action will be taken if nothing is done by the Sept 8th meeting.
- The Board reviewed and signed the MS-1 Summary Inventory of Valuation Form and MS-4 Revised Estimated Revenues Form due Sept 1. These reports are used to set the Town's tax rate.
Trudell motioned to adjourn the meeting at 7:15 pm, 2nd by Moscicki, so voted all.
The Board will not meet Sept 1st due to the Labor Day holiday. The next regular meeting is scheduled for Monday, Sept 8th, at 6:00 pm.
