Selectmen's Minutes
September 15, 2008
Present: Jim Trudell, Elaine Sherry, Steve Moscicki, Donna Clark, Celine Presby
6:05pm Chairman Trudell called the meeting to order.
Manifests & Invoices:
The manifest for Sept 15th was authorized and new invoices for future payment were reviewed and initialed.
Treasurer's Report:
The Treasurer's Report was read showing a balance of $68,066.58 in the WGSB checking account, $48,805.37 in the NHDIP fund and $6,277.51 in the Laconia Bank savings account.
Committee Reports & Needs:
- Clark updated the Board on highway issues on Tom Smith's behalf. Crushing is underway with 1-1/4" gravel being put on Under the Mountain Rd and 3/4" gravel on Dodge Pond Rd. A purchase order to New England Truck Tire for $992 for front tires and rims for the 10-wheeler was approved. Joe Aldrich offered to let the Town crush extra gravel and stockpile it at his pit and not pay for it until it is used next year.
- The Board signed Ballot Clerk appointment papers for Allen Gombas.
- In response to a request from the Selectmen for an update on the John Marshall lot merger situation, Planning Board Chairman Al Gombas told Clark that Mr. Marshall's attorney was advised that a new application with current fees must be submitted along with a legal opinion of the status of the discontinued road that separates the two parcels. Al Gombas and Bruce Beane have had conversations with attorneys at the Local Government Center about this matter and the Planning Board is following their recommendations.
Meeting Minutes:
Minutes for Sept 8th were reviewed. Sherry motioned to approve the minutes as written, 2nd by Trudell, so voted all.
Correspondence:
- The Sept 2008 Town & City Magazine was distributed to the Board.
- PSNH advised towns to budget for a 10% increase in 2009 over 2008.
- NH Dept of Environmental Services wants to remind residents that there are licensing requirements for water well contractors.
- NH DES also sent more information on Outdoor Wood Boilers including a Frequently Asked Questions (FAQ) sheet and highlights of House Bill 1405.
- An agenda for Pemi-Baker Solid Waste District's Sept 25th meeting and the 2009 proposed budget were received.
- TAC-2 Communications will provide a free firmware upgrade for the portable fire radio that is in Brett Presby's possession. A copy of the notice will be forwarded to him.
- North Country Council's next Transportation Advisory Committee Meeting is scheduled for Sept 18th at 3:00pm.
- Clark will attend PSNH's Annual Agency Informational Meeting Oct 3rd in Gorham. Representatives from local agencies that provide various types of aid to people seeking welfare assistance will be on hand.
- Sherry will attend a Sept 17th Major Disaster Declaration Applicant Briefing Meeting. The Town may be eligible for funds to cover a portion of August's storm-related road repairs.
Old Business:
- Moscicki reported that a new starter has been installed in the highway generator.
- State Rep Rusty Bulis will be asked to follow up on the Town's many requests for a yellow flashing light at the intersection of Lyman Rd and Route 302. Elaine Sherry and Stephanie Eaton had taken on the cause which began years ago. A recent serious accident at that location is additional reason to contact legislators and NH DOT again.
- Clark reported that the recent NH DES Comprehensive Shoreland Protection Act presentation she attended was excellent. She brought back important information regarding regulations for improvements to properties around our three public water bodies - Dodge Pond, Round Pond and Ogontz Lake.
- A follow-up zoning violation letter was sent to a Bobbin Mill Rd property owner confirming that all excess junk vehicles will be removed from the property by Oct 1, 2008.
New Business:
- A complaint was received about No Trespassing/Private Property signs being posted at the entrance to Gold Mine Road. Clark will advise the owner or caretaker that the signs must be removed from the Town portion of the road.
- The Board reviewed and signed an amended MS-1 form.
- Clark will contact the towns abutting Lyman this fall to discuss having the town lines perambulated in 2009 as required by law.
- At some point in the near future, the Selectmen and Cemetery Committee need to investigate options for expanding the Town's cemeteries.
Sherry motioned to adjourn the meeting at 7:05 pm, 2nd by Trudell, so voted all.
The next regular meeting is scheduled for Monday, Sept 22nd, at 6:00 pm.
