Selectmen's Minutes
September 29, 2008
Present: Jim Trudell, Elaine Sherry (arrived at 6:10pm), Steve Moscicki, Donna Clark, Celine Presby, Carol Messner
6:00pm Chairman Trudell called the meeting to order.
Manifests & Invoices:
TThe manifest for Sept 29th was authorized and new invoices for future payment were reviewed and initialed.
Treasurer's Report:
The Treasurer's Report was read showing a balance of $31,564.10 in the WGSB checking account, $48,805.37 in the NHDIP fund and $6,277.51 in the Laconia Bank savings account.
Committee Reports & Needs:
- Town Clerk Carol Messner reported that recent legislation (HB 1596) has allowed the Municipal Agent fee to increase from $2.50 to $3.00 per transaction. After a brief discussion, Trudell made a motion to increase the Municipal Agent fee to $3 per registration, 2nd by Moscicki, so voted all. Lyman does not charge the additional town fee of $1.00 that many other towns do charge.
- Trudell will work with Road Agent Tom Smith to have three potential gravel locations assessed by a professional this fall to determine the amount and quality of material at each site.
Meeting Minutes:
Minutes for Sept 22nd and Sept 26th were reviewed. Moscicki motioned to approve the minutes as written, 2nd by Trudell, so voted all.
Correspondence:
Clark read a letter from Cartographic Associates Inc updating the Board on the significant progress being made on the mapping project. The deed research phase is complete. Information from surveys supplied by the town plus 55 others located at the Grafton County Registry of Deeds has been compiled. They are now attempting to resolve questions about poorly described parcels by communicating with the property owners.
Old Business:
- Town Counsel Laura Spector was advised that information regarding the Marshall situation would be forwarded to her this week.
- Clark reported on the 2008 Budget & Finance Workshop she attended.
- A Moulton Hill Rd property owner with zoning violations has made significant progress towards coming into compliance.
- Clark will attend PSNH's Annual Agency Informational Meeting Oct 3rd in Gorham.
New Business:
- A local truck driver asked permission to park his trailer overnight in the Town Hall parking lot once or twice a week. The Board will solicit feedback from the Town's property-liability insurer before the making a decision.
- Jeff Blaney from the State of NH Dam Bureau will inspect Dodge Pond Dam Tuesday morning. Tom Smith will be asked to be on hand.
- Clark and Smith will meet with a FEMA representative Tuesday to review storm damage and repair estimates pertaining to August's road washouts.
- Clark will work with Ron Cote from DRA this week to review current use files as part of the Assessment Review process.
Moscicki motioned to adjourn the meeting at 6:40 pm, 2nd by Sherry, so voted all.
The next regular meeting is scheduled for Monday, Oct 6th, at 6:00 pm.
