Selectmen's Minutes
October 27, 2008
Present: Jim Trudell, Elaine Sherry, Steve Moscicki, Donna Clark, Celine Presby
6:05pm Chairman Trudell called the meeting to order.
Manifests & Invoices:
The manifest for Oct 27th was authorized and new invoices for future payment were reviewed and initialed.
Treasurer's Report:
The Treasurer's Report was read showing a balance of $56,255.65 in the WGSB checking account, $8,898.76 in the NHDIP fund, $6,278.80 in the Laconia Bank savings account and $30,000 in the TAN.
Committee Reports & Needs:
- Clark updated the Board on highway issues on Tom Smith's behalf. The crew is continuing with preparations for winter, grading roads, putting down cold patch, and cleaning up the remains of the cement slab at the Town Hall. Heavy rain over the weekend did not damage any roads, but left trees and branches to be cleaned up. Smith is working with Ray Lobdell and DOT to determine the size and type of replacement culvert needed on Pettyboro Rd for permitting and budgeting purposes.
- Trudell explained how the 2008 property tax rate of $18.18/1000, which is down $.96/1000 from 2007, was determined at last week's meeting with DRA. The 2008 Property Tax Warrant for $1,087,452 was then reviewed and signed by the Board. Tax Collector Carol Messner will have the bills in the mail by Thursday, Oct 30th.
Permits and Applications:
The following were approved:
- Intents to Cut for Donald Miller for Map 54 Lot 8 and Map 54 Lot 12
Meeting Minutes:
Minutes for October 20th were reviewed. Moscicki motioned to approve the minutes as written, 2nd by Sherry, so voted all.
Correspondence:
- NH Homeland Security is holding a NMSCAST Workshop Nov 14th in Concord. A decision will be made next week whether Sherry and/or Clark will attend.
- Northeast Resource Recovery Association's 2009 Program Fee Changes and Notice of Annual Meeting Nov 12th were received.
- A newsletter from Congressman Paul Hodes was read.
Old Business:
- The Selectmen reviewed the Oct 23rd letter from Town Counsel to Attorney Russell and John Marshall.
- Sherry signed the FEMA Exit Interview form for the August storm reimbursement.
- A letter in support of the expansion of Littleton Regional Hospital was approved and signed.
New Business:
- The Selectmen will investigate a report that a large culvert may have been replaced on private property without a NH DES wetlands permit.
- New rates for LGC Health, Dental & Disability insurances were reviewed.
- The Board started preparing the 2009 budget.
- Moscicki will not be available for the Nov 10th Selectmen's meeting.
Moscicki motioned to adjourn the meeting at 7:35 pm, 2nd by Trudell, so voted all.
The next regular meeting is scheduled for Monday, Nov 3rd, at 6:00 pm.
