Selectmen's Minutes
December 1, 2008
Present: Jim Trudell, Elaine Sherry, Steve Moscicki, Donna Clark, Celine Presby
6:10pm Chairman Trudell called the meeting to order.
Manifests & Invoices:
The manifest for Dec 1st was authorized and new invoices for future payment were reviewed and initialed.
Treasurer's Report:
- The Treasurer's Report was read showing a balance of $125,226.91 in the WGSB checking account, $8,911.65 in the NHDIP fund and $6,280.13 in the Laconia Bank savings account.
- The principal balance of the $400,000 TAN is paid in full and another large property tax deposit will be ready Wednesday. The Board authorized Clark to prepare a check Dec 3rd to pay off the $100,000 TAN plus all interest due and Presby will make the deposit and the loan payment.
Committee Reports & Needs:
- A 2008 winter sand agreement with Tom Fenoff was prepared and will be mailed to him for his signature.
- Costs for wetlands permitting and a watershed study needed to replace a large culvert on Pettyboro Rd are estimated at $3,000.
Permits and Applications:
The following was approved:
- Building Permit for Bruce & Gertrude Beane for shed for Map 172 Lot 139
Meeting Minutes:
Minutes for Nov 24th were reviewed. Trudell motioned to approve the minutes as written, 2nd by Sherry, so voted all.
Correspondence:
Northeast Resource Recovery Assn announced a Dec 10th Marketing Meeting and sent minutes from their Nov 12th meeting. Although market prices for recyclables have fallen drastically, some relief is anticipated by Feb 2009.
Old Business:
- Clark updated the Board on the status of existing zoning violations.
- Sherry advised that the Dec 3rd NIMSCAST survey meeting was postponed at Paul Hatch's request.
- Perry Williams will show all town line monuments to CAI so they can digitally photograph and GPS the points for the mapping project.
- Although the Littleton town line has not been perambulated for several years, the Lyman Selectmen and the Littleton Town Manager agreed to wait until the State requires an update.
- Clark will contact Wallie Berry to request an invoice for breaking up the slab that was under the old Town Hall sheds.
New Business:
- Weather permitting, the 4th quarter Joint Loss Management Committee meeting will be held Dec 17th at noon at the highway garage.
- The State of NH estimated Lyman's 2009 Highway Block Grant amount at $97,000 - up $8,000 from 2008.
- After a brief discussion of the Jan 2009 IRS mileage rate, Trudell made a motion to decrease the Town rate to $.55 per mile effective Jan 1st, 2nd by Sherry, so voted all.
- The Ogontz Hall project has received sprinkler system approval from the State Fire Marshal's Office.
Guest:
State Representative Brien Ward introduced himself to the Selectmen. He brought his Community Resume and explained that he served previously in this position when the district included Littleton and Monroe. He brought the Board up to date on several issues including equalized tax rates and rankings, the current State deficit, a pending bill regarding the statewide property tax, and the soaring costs of the Grafton County Jail Project. Mr. Ward was asked to look into the issue of lighting at the Route 302 & Lyman Rd intersection. He acknowledged that he had a difficult time finding the Lyman Rd turn tonight as it is so dark at that location. Clark will forward the correspondence Lyman has had to date with various reps and State agencies about this matter to him.
Trudell motioned to adjourn the meeting at 7:50 pm, 2nd by Sherry, so voted all.
The next regular meeting is scheduled for Monday, Dec 8th, at 6:00 pm.
