Selectmen's Minutes
December 15, 2008
Present: Jim Trudell, Elaine Sherry, Steve Moscicki, Donna Clark, Celine Presby
6:00pm Chairman Trudell called the meeting to order.
Manifests & Invoices:
The manifest for Dec 15th was authorized and new invoices for future payment were reviewed and initialed.
Treasurer's Report:
- The Treasurer's Report was read showing a balance of $183,273.56 in the WGSB checking account, $88,911.65 in the NHDIP fund and $6,280.13 in the Laconia Bank savings account.
- The Treasurer will transfer another $40,000.00 from the checking account to the NHDIP fund which has a higher interest rate.
Committee Reports & Needs:
- The Board approved a purchase order for Barrett Trucking for $2,487.80 for a load of winter salt.
- A quote on a new Komatsu excavator was discussed.
- The Board signed the 2008 sand agreement with Fenoff Construction.
- A timber tax warrant and bills were reviewed and signed.
Meeting Minutes:
Minutes for Dec 8th were reviewed. Trudell motioned to approve the minutes as written, 2nd by Sherry, so voted all.
Correspondence:
- An e-mail update from Congressman Paul Hodes was read.
- Notices were received for the LGC Moderators Workshop on Jan 24th in Concord and North Country Council's upcoming Transportation Advisory Committee Meetings.
Old Business:
- A letter was received regarding the Bobbin Mill Rd zoning violation stating that the last two excess vehicles would be removed by Dec 15th.
- A follow-up letter will be sent via certified mail to a property owner concerning the location of a propane tank.
- Due to the recent ice storm, the Dec 17th Emergency Management meeting with field rep Paul Hatch has been postponed indefinitely.
- Trudell was reminded about Wednesday's Joint Loss Management Committee meeting at the highway garage.
- Trudell was given contact information for the PSNH representative handling outdoor lighting requests.
New Business:
- Emergency Management Director Sherry reported on the Dec 11-12 ice storm. A large area including Lyman Rd, Quebec Rd and all of Mountain Meadows lost power Friday morning and is still out as of Monday night. Sherry relied on the information provided by residents that returned the Emergency Management Surveys sent out in August 2007 to determine who needed help the most. She visited as many of those homes as possible Saturday and left her contact information. The Town Hall and/or Highway Garage can be opened as shelters or warming stations, if necessary, but everyone visited indicated they had a backup heat source and those with special medical needs had made arrangements. She has also been in regular contact with Paul Hatch at the State. Sherry was thanked for all her efforts to insure the welfare of the Town's residents during this prolonged power outage.
- Clark explained the Oct 2007 - Sept 2008 property sales that will be used to calculate the Town's equalization ratio. The Board then signed the 2008 Equalization MADS Certification which allows the State to access the data for that purpose.
Moscicki motioned to adjourn the meeting at 7:05 pm, 2nd by Sherry, so voted all.
The next regular meeting is scheduled for Monday, Dec 22nd, at 6:00 pm. Sherry may not be in attendance that evening.
