Selectmen's Minutes
December 29, 2008
Present: Jim Trudell, Steve Moscicki, Donna Clark, Celine Presby
Absent: Elaine Sherry
6:05pm Chairman Trudell called the meeting to order.
Manifests & Invoices:
The manifest for Dec 29th was authorized and new invoices for future payment were reviewed and initialed.
Treasurer's Report:
The Treasurer's Report was read showing a balance of $132,456.23 in the WGSB checking account, $128,919.95 in the NHDIP fund and $6,281.42 in the Laconia Bank savings account.
Committee Reports & Needs:
- A purchase order for Littleton Gravel for $550 for labor and equipment to break up the cement slab at the Town Hall was approved.
- The Selectmen's Office will be closed Dec 31st and Jan 1st for the New Year holiday.
Meeting Minutes:
Minutes for Dec 22nd were reviewed. Moscicki motioned to approve the minutes as written, 2nd by Trudell, so voted all.
Correspondence:
- Local Government Center's 2009 Calendar of Events and the Dec 2008 North Country Council Points North Newsletter were distributed to the Board.
- A letter from the Town of Haverhill to the Grafton County Delegation and Commissioners regarding the high cost and tax impact of the proposed jail was read. It echoed the concerns the Town of Hanover spelled out in a letter received last week. A similar letter was prepared by the Lyman Selectmen and will be signed next week when all are present.
- The NH Municipal Association sent an Action Bulletin advising that the Current Use Board is proposing significant changes to forestland assessment ranges effective April 1, 2009. As recommended, the Selectmen will review the impact these proposed changes will have on the overall assessed valuation of the Town as well as on individual current use property owners. A public hearing on the matter is being held in Concord on Jan 12th and written comments will be accepted until Jan 22nd.
- The Committee for Public Transportation in the North Country is meeting Jan 15th at North Country Council to form a Regional Coordinating Council.
Old Business:
- A propane tank recently installed close to Skinny Ridge Rd will be relocated next week.
- Trudell contacted PSNH regarding outdoor lighting for the Town Hall parking lots and the cost is higher than anticipated. Clark will follow up with Northland Electrical to see what options are available for additional lights mounted on the building.
- Trudell moved most of the old bench seats to the Grange Hall in anticipation of the Town Hall's new folding chairs arriving soon.
- The Selectmen discussed the various financial policies Clark is working on based on sample policies and templates provided by LGC and the auditors.
New Business:
Gail Clark from Littleton Regional Hospital will attend the Jan 5th meeting to request a 2009 appropriation.
Trudell motioned to adjourn the meeting at 6:45 pm, 2nd by Moscicki, so voted all.
The next regular meeting is scheduled for Monday, Jan 5th, at 6:00 pm.
