Selectmen's Minutes
March 9, 2009
Present: Jim Trudell, Elaine Sherry, Steve Moscicki, Donna Clark, Celine Presby
6:00 pm Chairman Trudell called the meeting to order.
The Selectmen helped the Moderator and Town Clerk set up the Town Hall for Tuesday's Town Meeting election.
Manifests & Invoices:
The manifest for Mar 9th was authorized and new invoices for future payment were reviewed and initialed.
Treasurer's Report:
- The Treasurer's Report was read showing a balance of $36,014.03 in the WGSB checking account, $129,079.52 in the NHDIP fund and $6,284.08 in the Laconia Bank savings account.
- The Selectmen authorized Presby to renew the Lyman Housing Improvement Fund certificate of deposit for another six months.
Committee Reports & Needs:
- Papers were signed re-appointing Lisa Linowes to the Conservation Commission and appointing Daniel Simpson and Juanita Hubbard as Ballot Clerks for Town Meeting Day.
- Lyman's roads will be posted soon, as they are already posted in Lisbon and Landaff.
Meeting Minutes:
Minutes for Mar 2nd were reviewed. Moscicki motioned to approve the minutes as written, 2nd by Sherry, so voted all.
Correspondence:
- Legislative Bulletin #10 was distributed to the Board and the March/April 2009 NH DES Environmental News was received.
- Commissioner Ray Burton forwarded a supply of Grafton County Prescription Discount Cards which can be used for discounts on prescriptions when no other insurance is available. These cards may even be used for pet medication purchased at a pharmacy. The cards are available at the Town Office for anyone in need. Burton's letter also stated that he will be visiting the Board of Selectmen in March or April to discuss mutual concerns.
- Clark will attend a Dept of Revenue Administration Current Use Mini-Course being offered April 23rd in Lisbon.
- A course for Local Public Health Emergency Preparedness and Response is being held six Thursday mornings in Manchester.
- The Lisbon Main Street organization and local volunteers are bringing the Lisbon Lilac Festival back for Memorial Day weekend 2009. There will be a midway, entertainment in the town center, quality art and craft and food vendors, activities for kids, a fire apparatus parade and fireworks. The parade committee is currently looking for floats and other groups to participate.
Old Business:
- The 5th Annual Dodge Pond Family Day will be held Saturday, Mar 14th, from 11:00 am to 2:00 pm. The event will be held at the highway garage if the pond is too wet. A water rescue training session will also be happening on Dodge Pond that day.
- The Selectmen will meet at 6:00 pm Tuesday, Mar 10th, for Town Meeting.
- Clark will attend the NHMA Annual Meeting Mar 11th in Concord, weather permitting.
- The Board will meet briefly at 4:30 pm next Monday, Mar 16th, then leave to attend the State Budget Public Hearing at 6:00 pm in Whitefield.
- Sherry received confirmation from Jane Hubbard that she will prepare Lyman's Emergency Operations Plan and Hazard Mitigation Plan for $10,000, with half that amount coming back to the Town in the form of a grant. A committee will be formed to work on the plans with Sherry and Ms. Hubbard.
- Senate Bill 99 regarding registering vehicles at car dealerships was defeated.
- Clark submitted four recommendations for Economic Stimulus Money to the State as discussed at last week's meeting, including work by NH DOT on Clough Hill Road.
- The Board reviewed optional medical insurance costs and plans offered by LGC HealthTrust.
New Business:
- According to NH Municipal Association, Governor Lynch will ask the Legislature to restore the Rooms & Meals tax revenues to municipalities in the 2010-2011 budget. The process is a long way from completion, however, and NHMA warns local officials to stay active in the process.
- The Board approved having a petition available at the polls and at Town Meeting requesting Governor Lynch and the Legislature to give serious consideration to the implications of withholding customary State aid to local communities to balance his budget. A copy of the signed petition will be presented to the House Finance and Ways & Means Committees at the Mar 16th State Budget public hearing in Whitefield.
Moscicki motioned to adjourn the meeting at 7:20 pm, 2nd by Trudell, so voted all.
Town Meeting will be held Tuesday, Mar 10th, at 7:00 pm.
The next regular meeting is scheduled for Monday, Mar 16th, at 4:30 pm.
