Selectmen's Minutes
March 16, 2009
Present: Jim Trudell, Elaine Sherry, Steve Moscicki (arrived at 4:40), Donna Clark, Celine Presby (arrived at 4:50)
4:30 pm Chairman Trudell called the meeting to order.
Manifests & Invoices:
The manifest for Mar 16th was authorized and new invoices for future payment were reviewed and initialed.
Treasurer's Report:
Due to the shortened meeting, no Treasurer's Report was given.
Committee Reports & Needs:
- Road Weight Limit Notices were posted March 12th.
- The Board briefly spoke about how well the Annual Town Meeting went. Trudell was congratulated on being re-elected to the Board of Selectmen. Moscicki then made a motion to appoint Trudell as the Chairman of the Board of Selectmen for the coming year, 2nd by Sherry, so voted all. After further discussion, Trudell made a motion to appoint Moscicki as the ex-officio member of the Planning Board, 2nd by Sherry, so voted all.
- The Selectmen signed 2009 wage & benefit agreements for Clark, Messner, Smith and Stuart based on the annual budget approved at Town Meeting.
Permits and Applications:
The following were approved:
- Pistol Permit for Michael Slavtcheff
- Request by Pat Hill for use of the Town Hall for a funeral reception
Meeting Minutes:
Minutes for Mar 9th were reviewed. Sherry motioned to approve the minutes as written, 2nd by Trudell, so voted all.
Correspondence:
- The March 2009 Town & City Magazine was distributed to the Board.
- A NH Broadband Mapping Meeting will be held Mar 20th at LGC in Concord.
- A Hazard Mitigation Grant Program application workshop is scheduled for Mar 27th in Concord. Clark will contact Paul Hatch to ask if someone should attend.
- A letter from John Simpson to the Chairman of the Board was opened and will be discussed at a future meeting.
State Budget Hearing:
The Selectmen and Clark left Lyman at 5:00 pm to attend the State Budget Public Hearing in Whitefield. Testimony was given by dozens of speakers representing municipalities, the arts, health and human services, the cancer plan and other organizations, requesting that their funding not be cut in the State's 2010-2011 budget. A copy of the petition available at the polls and at Town Meeting requesting that Governor Lynch and the Legislature give serious consideration to the implications of withholding customary State aid to local communities to balance the State budget was presented to members of the House Finance and Ways & Means Committees.
Moscicki motioned to adjourn the meeting at 7:30 pm in Whitefield, 2nd by Trudell, so voted all.
The next regular meeting is scheduled for Monday, Mar 23rd, at 6:00 pm. Sherry will not be present that evening.
