Selectmen's Minutes
March 23, 2009

6:00 pm Chairman Trudell called the meeting to order.
Manifests & Invoices:
The manifest for Mar 23rd was authorized and new invoices for future payment were reviewed and initialed.
Treasurer's Report:
- The Treasurer's Report was read showing a balance of $18,631.88 in the WGSB checking account, $129,117.40 in the NHPDIP fund and $6,284.08 in the Laconia Bank savings account.
- Presby recently spoke with David Wood to clarify the circumstances under which money in the Lyman Housing Improvement Fund can be loaned or granted and confirmed it cannot be used on Town buildings.
- The Treasurer advised the Selectmen she will be transferring $75,000 from NHPDIP to WGSB to cover next week's school payment and upcoming bills.
Committee Reports & Needs:
- Road Agent Tom Smith updated the Board on highway department issues including the highway budget to date, quotes for crushing gravel and screening sand, options for a rolling tool chest (recommended by the safety committee), and his tour of Lyman's state roads with Ray Burton. Some ruts on Moulton Hill Rd were filled with stone and grading will take place once the roads thaw. Proposals for engineering fees required for replacing the large culvert on Pettyboro Rd were compared and the Board selected Associated Consulting Civil Engineers at $3,000. The agreement was signed and a purchase order will be prepared for next week's signatures. Scott Stuart's request for a personal day was approved.
- The 1st Quarter 2009 Joint Loss Management Committee meeting will be held Friday at noon.
- Town Clerk Carol Messner's minutes for the Mar 10th Town Meeting were reviewed and approved.
- The Selectmen signed a Forest & Lands appointment paper for current Forest Fire Warden Brett Presby and his Deputies.
Permits and Applications:
The following were approved:
- Veterans' Tax Credit for Michael Slavtcheff for Map 172 Lot 98 and a 2008 property tax abatement for $300 as the original application for this credit was filed on time but confirmation of information received from the NH Dept of Veterans Affairs took several months
Meeting Minutes:
Minutes for Mar 16th were reviewed. Moscicki motioned to approve the minutes as written, 2nd by Trudell, so voted all.
Correspondence:
- Legislative Bulletins #11 & #12 were distributed to the Board.
- The following meeting and workshop announcements were received: The NH Selectperson Institute 2009 Program at LGC, North Country Council's Shoreland Protection Act workshop in Colebrook Mar 31st, North Country Council's Quarterly Reps Meeting in Groveton Apr 14th, and a UNH T2 Statistics and Road Management for Local Officials course June 6th in Concord.
- Trudell and Clark will attend the American Recovery and Reinvestment Act of 2009 Information Meeting on Apr 7th at 1:00 pm via remote access in Littleton.
- Clark and Messner will attend LGC's Time Management training on Apr 15th at 10:00 am at the Haverhill Town Hall.
- The Spring 2009 SPACE Newsletter, Grafton County Conservation District 2008 Annual Report, and NH Community Development Finance Authority 2007-2008 Report were also received.
- Senator Gregg sent a letter of congratulations to re-elected Selectman Trudell.
- North Country Council provided a stimulus project list developed at their Feb 27th meeting.
- PSNH sent notice of a planned power interruption Tuesday Mar 24th between 11:00am and 1:00pm in the area of the Town Hall.
Old Business:
- Trudell gave a report on the Mar 14th Dodge Pond Family Day event. He estimated as many as 150-200 people enjoyed hot food and beverages, dog sled rides, visiting with friends and neighbors, watching several people take part in the penguin plunge, and a surprise visit by two small airplanes that landed and took off from the frozen pond. Another event may be planned for the summer. Thanks to all who attended.
- Paul Hatch has set a tentative date of Mar 26th to meet with Sherry and Clark to prepare emergency plan grant paperwork.
- A letter from John Simpson will be discussed at next week's meeting when the full Board is in attendance.
New Business:
- The Selectmen reviewed and signed the MS-2 Report of Appropriations Actually Voted.
- A letter to the State Liquor Commission on behalf of Raymond & Janice Choate stating that the Board of Selectmen had no objections to them being issued an off-sale license to sell beer and wine at RJ's Beer & Bait was reviewed and signed.
- The expense budget to date was reviewed.
- The Selectmen appointed Sherry and Clark as representatives to North Country Council for 2009.
- Ron Cote from the Dept of Revenue Administration will attend the Apr 6th meeting to review the equalization ratio study with the Board.
Moscicki motioned to adjourn the meeting at 7:45 pm, 2nd by Trudell, so voted all.
The next regular meeting is scheduled for Monday, Mar 30th, at 6:00 pm.
