Selectmen's Minutes
March 30, 2009
Present: Jim Trudell, Elaine Sherry, Steve Moscicki, Donna Clark, Celine Presby
6:05 pm Chairman Trudell called the meeting to order.
Manifests & Invoices:
The manifest for Mar 30th was authorized and new invoices for future payment were reviewed and initialed.
Treasurer's Report:
- The Treasurer's Report was read showing a balance of $95,335.60 in the WGSB checking account, $54,117.40 in the NHPDIP fund and $6,285.29 in the Laconia Bank savings account.
- Presby made two suggestions for the appointed position of Deputy Treasurer and the Board authorized her to contact the people to see if either of them are interested. If so, an employment application and background check will be required before an appointment is made.
Committee Reports & Needs:
- Clark updated the Board on highway issues on Tom Smith's behalf. Purchase orders to Associated Consulting Civil Engineers for $3,000 for culvert engineering fees and to Mackenzie Auto for $899 for a rolling tool chest were approved. Additional prices on gravel crushing, sand screening and roadside mowing were presented and the Board supported Smith suggestions to use Chief Construction to crush stone and gravel, Beattie to screen sand and TylerZambon to do this year's roadside mowing. Purchase orders will be generated as needed.
- Tax Collector Carol Messner contacted Senator John Gallus in opposition to HB 351 relative to the rate on late and delinquent property tax payments and subsequent payments. This supports the position taken by the NH Tax Collectors Association and Local Government Center.
Permits and Applications:
Clark advised the Board she received a request for a building permit application for a new dwelling from a Mountain Meadows property owner.
Meeting Minutes:
Minutes for Mar 23rd were reviewed. Sherry motioned to approve the minutes as written, 2nd by Moscicki, so voted all.
Correspondence:
- Legislative Bulletin #13 was distributed to the Board.
- The March 2009 NCC Points North Newsletter and March 2009 Emergency Management News were received.
- Cartographic Associates Inc announced they will be completing the fieldwork phase of the mapping project in April.
- Northeast Resource Recovery Association sent Mar 11th meeting minutes and their Apr 8th agenda.
- NH DES Dam Bureau is offering to come to cities and towns to review dam safety. The Board will request a visit later in the year.
Old Business:
- Clark and Trudell reported on the Mar 27th Joint Loss Management Committee meeting. The radio in the backhoe will be repaired, a first aid kit will be purchased for the loader, additional outdoor lighting will be installed at the Town Hall, and options for television or Internet service at the highway garage for storm coverage will be pursued so something is in place by late fall. No problems were reported with town buildings, vehicles or heavy equipment.
- Dept of Revenue field rep Ron Cote will attend the Apr 6th meeting to review the 2008 equalization ratio study.
- Trudell and Clark will attend an American Recovery & Reinvestment Act informational meeting in Littleton Apr 7th to learn what stimulus money may be available to the Town.
- Paul Hatch rescheduled his meeting with Sherry and Clark to prepare emergency plan grant paperwork for Apr 1st.
- The Board drafted a response to a letter from a resident.
New Business:
- Councilor Ray Burton will attend the May 4th meeting at 6:30 pm.
- In keeping with previous Board discussions, Trudell contacted legislators to remind them how important keeping Rooms & Meals and Shared Revenue state aid in the budget is to municipalities.
Moscicki motioned to adjourn the meeting at 7:30 pm, 2nd by Sherry, so voted all.
The next regular meeting is scheduled for Monday, April 6th, at 6:00 pm. Moscicki will not be present that evening.
