Selectmen's Minutes
April 13, 2009
Present: Jim Trudell, Elaine Sherry, Steve Moscicki, Donna Clark, Celine Presby

6:00 pm Chairman Trudell called the meeting to order.
Manifests & Invoices:
The manifest for Apr 13th was authorized and new invoices for future payment were reviewed and initialed.
Treasurer's Report:
- The Treasurer's Report was read showing a balance of $34,245.27 in the WGSB checking account, $29,117.40 in the NHPDIP fund and $6,285.29 in the Laconia Bank savings account.
- Presby advised the Board that, after checking interest rates with several area banks, she negotiated a rate of 2.00% with WGSB for the $400,000 Tax Anticipation Note authorized at last week's meeting.
Guests:
At Lisa Linowes' request, Sherry made a motion to enter non-public session per RSA 91-A:3, II(d) to discuss real estate taking Clark, Linowes, Bruce Beane and Al Gombas with them, 2nd by Moscicki, all in favor by roll call vote. Resumed public session. Trudell made a motion to seal the minutes of the non-public session, 2nd by Sherry, so voted all.
After the non public session was concluded, the guests were informed about the National Flood Insurance Program (NFIP) informational meeting with Paul Hatch on Apr 22nd. One or more of them may attend on behalf of the Planning Board.
Committee Reports & Needs:
- Clark updated the Board on highway issues on Tom Smith's behalf. Joe Aldrich requested deposits on sand and gravel to be excavated from his pit in 2009. Smith will advise him that the Selectmen are not ready to commit to quantities until final costs on the Pettyboro Road replacement culvert are known which may be several more weeks. Smith and Stuart will attend the NH Road Agents 22nd Annual Mountain of Demos May 28th in Gilford.
- Chairman Trudell signed a grant agreement with the State of NH for $5,000 for updating emergency plans.
Permits and Applications:
The following were approved:
- Intent to Excavate for Byron & Roberta Aldrich for Map 170 Lot 176
- Intent to Cut for Susan Lombard for Map 168 Lot 4
- Intent to Cut for Allen & Paula Gombas for Map 54 Lots 18,19,20
A Building Permit for Michael Proctor & Linda Kraft for a deck/porch for Map 172 Lot 70 was denied due to setback issues. They will be referred to the Zoning Board of Adjustment to request a variance.
Meeting Minutes:
Minutes for Apr 6th were reviewed. Sherry motioned to approve the minutes as written, 2nd by Trudell, so voted all.
Correspondence:
- Legislative Bulletin #15 was distributed to the Board. The House has adopted the state operating budget, including the return of rooms & meals tax revenues to municipalities; it now moves to the Senate.
- The following meeting and workshop announcements were received: North Country Council's Apr 16th Solid Waste/Recycling Meeting notice, North Country Council Transportation Advisory Committee's Apr 15th meeting agenda, and a brochure on Primex's 2009 Annual Conference May 20th-21st at the Mt. Washington Resort.
- The April 2009 NH Dept of Environmental Services Municipal EcoLink, a NH Dept of Health and Human Services warning not to eat sprouts due to listeria contamination, an e-mail update on the Ogontz Hall project from Scott Baker, and North Country Council's 2008-2012 Comprehensive Economic Development Strategy (CEDS) notebook were also received and reviewed.
- In preparation for the 2010 Decennial Census, the US Census Bureau advised that its employees will be in the area between Apr and July 2009 documenting the address and physical location of every place where people live.
Old Business:
- Trudell reported on the Apr 7th American Recovery and Reinvestment Act informational meeting he and Clark attended.
- Emergency Management Director Sherry met with Bath's EMD Apr 10th to share information.
- DRA field rep Ron Cote and his supervisor contacted Clark to clarify some of the advice he gave at last week's meeting concerning updating current use files.
- Clark reminded the Board that the Town Offices will be closed from 9:00am to 1:00pm Apr 15th as she and Carol Messner are attending a Time Management workshop.
New Business:
At the Selectmen's request, Charles Hochmuth investigated a problem with water seeping in through one of the windows on the ramp and traced it back to cracked and broken clapboards on the rear of the original building. He did some caulking to temporarily halt the problem. He also discovered broken and missing shingles on the roof over the offices. The Board asked to have him quote on repairs and re-roofing before more damage is done.
Moscicki motioned to adjourn the meeting at 8:10 pm, 2nd by Sherry, so voted all.
The next regular meeting is scheduled for Monday, April 20th, at 6:00 pm.
