Selectmen's Minutes
April 20, 2009
Present: Jim Trudell, Elaine Sherry, Steve Moscicki, Donna Clark, Celine Presby
6:05 pm Chairman Trudell called the meeting to order.
Manifests & Invoices:
The manifest for Apr 20th was authorized and new invoices for future payment were reviewed and initialed.
Treasurer's Report:
The Treasurer's Report was read showing a balance of $34,938.96 in the WGSB checking account, $29,147.06 in the NHPDIP fund and $6,286.62 in the Laconia Bank savings account. Moscicki motioned to approve the treasurer's report as written, 2nd by Sherry, so voted all.
Committee Reports & Needs:
- The Board approved a vacation day request for Tom Smith.
- A purchase order to Ferguson for $4727.32 for steel culvert pipe and collars was signed.
Permits and Applications:
The following were approved:
- Pistol Permit for Edward Daniels
- Elderly Exemption (75-79 year old category)
- Building Permit for James & Loretta Locke for a shed for Map 53 Lot 31-D
Meeting Minutes:
Minutes for Apr 13th were reviewed. Moscicki motioned to approve the minutes as written, 2nd by Sherry, so voted all.
Correspondence:
Legislative Bulletin #16 was distributed to the Board.
Old Business:
- The Selectmen inspected the Town Hall's exterior and reviewed Charles Hochmuth's proposals on siding a section of the building's exterior that is in need of repair and re-shingling the addition to prevent water damage. They also inspected the ceiling beams in the basement and discussed options to reinforce them as the floor in the Town Hall is sagging. They spoke with Mr. Hochmuth by phone and asked him to quote on a metal roof for the addition, to work with Tom Smith on supporting the beams, and gave him approval to order vinyl siding.
- Information received from LGC Legal Inquiries regarding zoning and buildable lots was reviewed.
- The Town of Lisbon inquired about the Board's position on strictly enforcing the dump sticker policy or allowing non-residents to use the Transfer Station. The Board agreed if it makes money it is a good thing, but if it costs the Lisbon-Lyman-Landaff taxpayers money, the dump sticker policy should be enforced.
New Business:
- Sherry advised the Board that Lisbon Regional School students are holding their prom at Ogontz Camp May 23rd. The Selectmen agreed that the Lisbon Police Dept should provide an officer as required for a school event.
- A Cartographic's project mapper will be in town later this week doing field work, especially around the Dodge Pond area.
- Assessor Phil Bodwell from CNP will meet with Clark Apr 28th to work on pickups, abatements and current use.
- The Board reviewed the 2009 Ross Ambulance Service agreement and noted some corrections to be made before signing.
- NH Magazine requested the location of one landmark in each NH Town and the Selectmen suggested Dodge Pond.
- NH DES sent a Letter of Deficiency relative to the Sept 2008 inspection of Dodge Pond Dam. A letter of response agreeing to update the Operation, Maintenance and Response Plan, remove some trees and brush from the downstream slope of the dam, and repair broken railing support posts on the catwalk by July 1, 2009 was signed.
- The Selectmen will be starting a summer schedule of meeting biweekly rather than weekly, effective May 4, 2009. Meetings will start at 6:00pm, as usual. Moscicki made a motion to authorize Treasurer Presby to sign checks for standard payroll, payroll taxes and retirement on the weeks the Selectmen do not meet, 2nd by Sherry, so voted all. If any other checks are required for a non-meeting week, Clark will get at least two Selectmen's signatures on the manifest before Presby signs the checks, as usual.
Moscicki motioned to adjourn the meeting at 7:15 pm, 2nd by Trudell, so voted all.
The next regular meeting is scheduled for Monday, April 27th, at 6:00 pm.
