Selectmen's Minutes
April 27, 2009
Present: Jim Trudell, Elaine Sherry, Steve Moscicki, Donna Clark, Celine Presby
6:00 pm Chairman Trudell called the meeting to order.
Manifests & Invoices:
The manifest for Apr 27th was authorized and new invoices for future payment were reviewed and initialed.
Treasurer's Report:
- The Treasurer's Report was read showing a balance of $32,948.83 in the WGSB checking account, $29,147.06 in the NHPDIP fund and $6,286.62 in the Laconia Bank savings account. Trudell motioned to approve the treasurer's report as written, 2nd by Sherry, so voted all.
- The Board signed paperwork for the $400,000 Tax Anticipation Note authorized three weeks ago.
- Appropriations approved at the 2009 Town Meeting for health agencies, cultural organizations and the Capital Reserves will be funded in May.
Permits and Applications:
A Building Permit for Dennis & Barbara Aldrich and Richard Johns for a storage barn for Map 172 Lot 18 was denied due to lack of frontage. They will be referred to the Zoning Board of Adjustment to request a variance.
Meeting Minutes:
Minutes for Apr 20th were reviewed. Moscicki motioned to approve the minutes as written, 2nd by Sherry, so voted all.
Correspondence:
- Legislative Bulletin #17 was distributed to the Board.
- Local Government Center announced a Fundamentals of Ergonomics Workshop June 2nd in Concord.
- Donna Trudell and Patty Slavtcheff will attend the NH Dept of Environmental Services Volunteer Lake Assessment Program Workshop May 16th in Concord.
- Cartographic Associates Inc updated the Board on progress being made on the mapping project.
- NH Health Alert Network forwarded information to the Health Officer (Board of Selectmen) on swine influenza.
- NH Division of Forests & Lands accepted the Selectmen's nominations for fire warden and deputies.
- The Emergency Management Director was invited to tour NOAA's Hurricane Hunter Aircraft May 4th at Pease AFB.
- The NH Dept of Revenue Administration sent information regarding special meetings allowed by the passage of Senate Bill 39, Chapter 14, Laws of 2009, to appropriate and expend ARRA funds (stimulus money) and matching share only.
Old Business:
- The Board signed purchase orders to Charles Hochmuth Construction for $2460.00 to replace the roof on the Town Hall addition and $1760.00 to replace clapboards with vinyl on the side and gable end of the building.
- Sherry and Clark reported on their April 22nd meeting with Paul Hatch, Jennifer Gilbert and Planning Board Chairman Bruce Beane regarding the Town's reinstatement in the National Flood Insurance Program.
- Clark reported on the Apr 23rd DRA Current Use Mini-Course she attended.
- The Selectmen were reminded Councilor Ray Burton will be present at their May 4th meeting.
New Business:
Todd Rainville advised Clark that the large culvert in the road/driveway he uses to access his property from Brook Road washed out again. He has contacted the NH Dept of Environmental Services regarding permits required to repair the culvert, which is located on John Marshall's land, and will update the Selectmen's Office once he has heard back. If the timeframe for permitting is too long, he may attempt to negotiate access from Pettyboro Road.
Moscicki motioned to adjourn the meeting at 7:00 pm, 2nd by Trudell, so voted all.
The next regular meeting is scheduled for Monday, May 4th, at 6:00 pm.
