Selectmen's Minutes
May 4, 2009
Present: Jim Trudell, Elaine Sherry, Steve Moscicki, Donna Clark, Celine Presby
6:00 pm Chairman Trudell called the meeting to order.
Manifests & Invoices:
The manifest for May 4th was authorized and new invoices for future payment were reviewed and initialed.
Treasurer's Report:
- The Treasurer's Report was read showing a balance of $158,984.06 in the WGSB checking account, $29,147.06 in the NHPDIP fund, $6,286.62 in the Laconia Bank savings account and $300,000.00 in the Tax Anticipation Note (TAN). Moscicki motioned to approve the treasurer's report as written, 2nd by Sherry, so voted all.
- Paperwork was signed authorizing the Treasurer and Trustees of the Trust Funds to transfer $38,000 from the General Fund into the Capital Reserve Funds as approved at Town Meeting.
Committee Reports & Needs:
- The Selectmen signed a Timber Tax Warrant and Certifications, and a Current Use Change Tax Invoice and Warrant.
- Clark's request for vacation the week of Aug 2nd was approved.
- Emergency Management Director Sherry is arranging a meeting with Jane Hubbard to start working on the emergency plans. A committee made up of employees, elected officials, town board members and residents will be formed to assist in this process.
Permits and Applications:
The following were approved:
- Building Permit for Abigail Thomas for a barn for Map 172 Lot 138
- Intent to Cut for Lee Veilleux for Map 172 Lot 101
Meeting Minutes:
Minutes for Apr 27th were reviewed. Moscicki motioned to approve the minutes as written, 2nd by Sherry, so voted all.
Guest:
Executive Councilor Ray Burton updated the Selectmen on Grafton County affairs. The Commissioners voted to downsize the proposed jail to 150 beds at a cost of $32.8 million - down from $38 million. The case against the County regarding the vote on the jail is now in the NH Supreme Court so the project is still on hold. There is also a case against the County in Superior Court. The Commissioners will vote on their proposed budget this week, followed by a public hearing May 26th, then more work by the delegation in June. Commissioner Burton also spoke about an engineering study for a biomass plant at the County facility and a 10-year bond for $350,000 for a water storage tank. He left a supply of Prescription Discount Cards to help Grafton County residents with the cost of human and pet medications not covered by insurance. The Board asked Commissioner Burton to contact Commissioner Campbell at NH DOT to request that one of the street lights currently installed at the intersection of Route 302 and Lyman Road be left in place after the Salmon Hole Bridge construction is finished.
Correspondence:
- Legislative Bulletin #18 was distributed to the Board.
- The Apr 2009 Emergency Management News was reviewed.
- NH Division of Forests & Lands sent a letter about destructive Asian Longhorned Beetles that kill maple and other hardwood trees and are easily transported in firewood that people bring from infested areas of MA to second homes and camps in NH.
- PSNH reminded towns that permission is required before any flag, banner, etc is attached to one of their poles.
- Announcements were received for the 5th Annual NH Emergency Preparedness Conference on June 23rd and the NH Health Officer Association Conference on May 19th.
- Updates on the swine flu outbreak are coming in daily. Only a few cases have been confirmed in NH so far.
Old Business:
- Charles Hochmuth has started work on the roofing and siding projects.
- Clark will attend LGC's Local Officials Workshops May 12 & 19 in Lincoln.
- The road bans were lifted April 28th.
New Business:
- Per Assessor Phil Bodwell's recommendation, the Selectmen granted a 2008 property tax abatement to Bruce Cayer for Map 185 Lot 10.
- An updated Lisbon Solid Waste/Recycling Ordinance formally adopted by the Lisbon Board of Selectmen in Feb 2009 was reviewed. The Lyman Board feels they and the Landaff Selectmen should also adopt the same ordinance as all three towns use the facility and share in its expenses and revenues.
- The highway crew will be asked to remove a broken section of dock from the Dodge Pond beach area and to pick up a load of loam from Meadow Leasing for landscaping at the Highway Garage.
- Moscicki will not be available for the May 18th Selectmen's meeting.
Moscicki motioned to adjourn the meeting at 7:00 pm, 2nd by Trudell, so voted all.
The Selectmen are meeting biweekly through August. The next regular meeting is scheduled for Monday, May 18th, at 6:00 pm.
