Selectmen's Minutes
May 18, 2009
Present: Jim Trudell, Elaine Sherry, Steve Moscicki, Donna Clark, Celine Presby
6:05 pm Chairman Trudell called the meeting to order.
Manifests & Invoices:
The manifests for May 18th and May 25th were authorized and new invoices for future payment were reviewed and initialed.
Treasurer's Report:
The Treasurer's Report was read showing a balance of $53,983.67 in the WGSB checking account, $29,155.88 in the NHPDIP fund, $6,287.91 in the Laconia Bank savings account and $300,000.00 in the TAN. Moscicki motioned to approve the treasurer's report as written, 2nd by Sherry, so voted all.
Committee Reports & Needs:
- The Selectmen signed a Timber Tax Warrant and Certifications, and a Current Use Change Tax Invoice and Warrant.
- Road Agent Tom Smith is meeting with a FairPoint Communications rep May 21st regarding utility pole replacements on Skinny Ridge Road.
Permits and Applications:
The following were approved:
- Building Permit for Kevin & Cynthia Fraser for new home for Map 54 Lot 40
- Pistol Permits for Michael O'Brien, Patricia O'Brien and Marc Tsagaris
Meeting Minutes:
Minutes for May 4th were reviewed. Trudell motioned to approve the minutes as written, 2nd by Moscicki, so voted all.
Correspondence:
- Legislative Bulletins #19 and #20, the May 2009 Town & City magazine, and the Spring 2009 Primex Prime Times newsletter were distributed to the Board.
- Announcements were received for North Country Council's May 21st Solid Waster/Recycling Meeting (Sherry will attend), May 21st Shoreland Protection Informational Meeting (Sherry and Trudell will attend), and May 27th Quarterly Reps Meeting (Clark will attend). NH DOT is holding a Municipally Managed Project Workshop May 28th in Concord.
- The May 2009 GAP Link Governmental Accounting Newsletter, a DRA Community Action Report from Ron Cote, and a thank you from NC Home Health & Hospice Agency for their 2009 appropriation were also received.
- Ray Burton copied the Town on an email he sent to NH DOT Commissioner Campbell requesting that a street light remain at Route 302/Lyman Road intersection after bridge construction is completed. Executive Councilor Burton's recent Reports to District One were also reviewed.
Old Business:
- Work is complete on the Town Hall roofing and siding projects.
- Emergency Management Director Sherry signed off on NH HSEM paperwork for FEMA money received for last August's flooding.
- Clark reported on things she learned at the May 12th Local Officials Workshop.
- Letters will be sent to two property owners to follow up on outstanding zoning violation issues.
- The Board discussed House Bill 351 relative to decreasing interest rates on delinquent property taxes. They could not reach a consensus so will not be contacting legislators in support or opposition to the bill.
- NH DES notified the Town that Todd Rainville has been granted emergency authorization to replace a culvert in Teter Meadow Brook off Brook Rd.
New Business:
- LGC's 2009-2010 property-liability renewal information was reviewed and the Board agreed to increase the insured value of contents in the Town buildings as they had not changed since 2005.
- A draft of the MS-5 Annual Financial Report was received from Plodzik & Sanderson.
- Information regarding the Health Officer's role with H1N1 (Swine) Influenza was discussed.
- The Selectmen presented Clark with her three-year employment review. They are pleased with the way the Selectmen's Office is running and with the tasks that she handles on their behalf.
Trudell motioned to adjourn the meeting at 7:40 pm, 2nd by Sherry, so voted all.
There will be no meeting May 25th due to the Memorial Day holiday. The next regular meeting is scheduled for Monday, June 1st, at 6:00 pm.
