Selectmen's Minutes
July 27, 2009
Present: Jim Trudell, Elaine Sherry, Steve Moscicki, Donna Clark, Celine Presby
6:00 pm Chairman Trudell called the meeting to order.
Manifests & Invoices:
The manifests for July 20th, July 27th, and Aug 3rd (estimated payroll and school payment as bookkeeper is on vacation next week) were authorized and new invoices for future payment were reviewed and initialed.
Treasurer's Report:
The Treasurer's Report was read showing a balance of $62,661.29 in the WGSB checking account, $29,169.01 in the NHPDIP fund, $6,289.75 in the Laconia Bank savings account and $100,000.00 in the TAN. Moscicki motioned to approve the treasurer's report as written, 2nd by Sherry, so voted all.
Committee Reports & Needs:
- Clark updated the Board on highway department issues on Tom Smith's behalf. A purchase order for Littleton Gravel for $5,095.00 for 500 yds of 3/4" crushed gravel was approved. A budget quote from Pike for paving the intersection of Skinny Ridge and Tinkerville Rds came in at $12,240.00. A decision will be made at the next meeting whether to put this project out to bid this year or not. Trudell will instruct the highway crew in the operation and maintenance of the Dodge Pond dam gate. He and Mike Slavtcheff were the new dam's only gatekeeper's up until now. The Board will prepare Smith's two-year annual review for the next meeting. The Planning Board requested a few minor changes to the recently revised driveway permit application which were approved by the road agent and Selectmen.
- Tax Collector Carol Messner processed 2008 tax liens today and provided the Board with a Lien Execution Report for 31 properties in the amount of $29,055.88. They also authorized her to deed two properties to the Town if the outstanding 2006 tax liens are not paid in full by Aug 3, 2009.
Permits and Applications:

- Pistol Permit for James Trudell
Complications with a used mobile home installation are being addressed by the owner, Selectman Trudell and Stan Borkowski who oversees these matters for the Town as state law requires certificates of occupancy for all mobile homes.
Meeting Minutes:
Minutes for July 13th were reviewed. Sherry motioned to approve the minutes as written, 2nd by Moscicki, so voted all.
Correspondence:
- The July/August 2009 Town & City Magazine was distributed to the Board.
- North County Health Consortium is holding a discussion on Health Care Reform Aug 14th in Whitefield.
- UNH late summer and fall Roads Scholar classes were announced. Clark will attend the Hard Road to Travel course Aug 27th in Keene.
- A NHDOT Notice of Routine Roadway Maintenance indicated the State will be extending a culvert at the intersection of Pettyboro and Clough Hill Rds.
Old Business:
- The Dept of Revenue Administration approved the Selectmen's request to change the Town's assessment review year to 2010 to coincide with the Lyman's planned valuation update.
- Clark will be on vacation the week of Aug 2-8.
- Clark reported on the July 23rd Gravel Workshop she attended with Roberta Aldrich. They brought back information the Planning Board can use in preparing Earth Excavation Regulations.
- Sherry reported on the July 24th Federal Broadband Grant session she attended in Littleton. The grants that are available are highly competitive, projects must cost $1 million or more, the application is 70+ pages, a "broadband specialist" must be involved in the preparation of the grant application, and applications are due Aug 14th. Since this is not feasible for Lyman, Sherry was advised to contact local and state representatives to find out what else is being done to expand broadband coverage in remote areas.
- Legal advice received regarding the installation of a street light at the Lyman Rd/Route 302 intersection indicates that it should be proposed to voters as a warrant article at the 2010 Town Meeting.
- The next meeting of the Hazard Mitigation Planning Committee is scheduled for Aug 10th at 4:00 pm at the Town Hall and is open to the public.
New Business:
- The Selectmen's Office has had recent inquiries about building on private roads. Clark was asked to set up a meeting with the Planning Board to review the Town's private and Class VI roads to determine which ones are acceptable to issue building permits on and which ones need to be brought up to current road specs before building permits are issued.
- Complaints have been received from Phil Poor Jr regarding smoke from a neighbor's outdoor wood boiler infiltrating his house and property again this summer. Trudell spoke with Louise Hannan, the State's Health Officer Liaison, for advice on how to protect property owners from this health/nuisance situation. The Selectmen/Health Officers will investigate the situation further, speak with Ms Hannan again, and meet with the parties involved.
- The Board reviewed the completed 2009 assessment changes.
- LGC Property Liability Trust will be appraising Lyman's municipal property the week of Aug 10th for insurance purposes.
- The Selectmen asked Clark to follow up on a request for the Town to investigate cell phone coverage for Lyman.
Moscicki motioned to adjourn the meeting at 7:35 pm, 2nd by Trudell, so voted all.
The next regular meeting is scheduled for Monday, Aug 10th, at 6:00 pm.
