Selectmen's Minutes
August 10, 2009
Present: Jim Trudell, Steve Moscicki, Donna Clark, Celine Presby, Tom Smith
Absent: Elaine Sherry
6:00 pm Chairman Trudell called the meeting to order.
Manifests & Invoices:
The manifest for Aug 10th was authorized and new invoices for future payment were reviewed and initialed.
Treasurer's Report:
- The Treasurer's Report was read showing a balance of $82,399.80 in the WGSB checking account, $29,169.01 in the NHPDIP fund and $6,289.75 in the Laconia Bank savings account. Moscicki motioned to approve the treasurer's report as written, 2nd by Trudell, so voted all.
- After discussing upcoming expenses, including school payments, the Board authorized Presby to set up an additional tax anticipation note with WGSB for $100,000 to be used as needed until property tax money is received in November.
Committee Reports & Needs:
- Road Agent Tom Smith updated the Board on highway department issues including an insurance claim from a resident who damaged her car when she hit a pile of gravel while he was grading Skinny Ridge Rd. Rather than paving the intersection of Skinny Ridge and Tinkerville Rds this year, the Board decided to lay out an additional 1,000 yds of gravel. Two trucks and drivers will be hired to haul the gravel to Brook Rd, Under the Mountain Rd and Moulton Hill Rd along with the Town's 10-wheeler. Purchase orders will be prepared for next week's meeting and crushing is scheduled for the first week of Sept. All highway equipment is in good shape for going into fall and winter. Smith will look into the cost of a speed plow for the one-ton truck for next year's budget and check on pricing for blasting some ledge on Under the Mountain Rd. He will also work with Charles Hochmuth this fall to put some supports under the Town Hall as the floor is sagging in some areas. Smith's request for vacation the week of Aug 16th was granted.
- Tax Collector Carol Messner deeded two properties to the Town of Lyman Aug 3rd.
- Minutes from the recent Cemetery Committee meeting were reviewed.
Permits and Applications:
The following were approved:
- Building Permit for Robert Meserve for addition for Map 54 Lot 4
- Intent to Cut for Jay Melick for Map 172 Lot 118
- Intents to Cut for Donald Miller for Map 54 Lots 8 & 12
- Pistol Permit for James Colosimo
- Pistol Permit for Bettyann Colosimo
Meeting Minutes:
Minutes for July 27th were reviewed. Moscicki motioned to approve the minutes as written, 2nd by Trudell, so voted all.
Correspondence:
The July 2009 Emergency Management News, two reports from Executive Councilor Ray Burton, and notice of the NH Municipal Energy Commission's organizational meeting scheduled for Aug 20th in Concord were received.
Old Business:
- A Lyman property owner seeking to put a cell tower on his property has been referred to the Planning Board.
- The Hazard Mitigation Planning Committee meeting scheduled for today was postponed and will be rescheduled.
- The Town of Lisbon prepared a Memorandum of Understanding granting the Town of Lyman permission to install a street light at the intersection of Route 302 and Lyman Road at Lyman's expense. It will be reviewed by Town Counsel and proposed at Town Meeting.
New Business:
- Trudell will follow-up on Jody Aldrich's request to keep the grass mowed at Mitchell Park so it can be used as a place for kids to play.
- Cartographic Associates Inc has completed a preliminary set of maps and indexes. Dates for public review of the maps will be scheduled to give property owners an opportunity to review their updated lot information with CAI representatives.
Moscicki motioned to adjourn the meeting at 7:35 pm, 2nd by Trudell, so voted all.
The next regular meeting is scheduled for Monday, Aug 24th, at 6:00 pm.
