Selectmen's Minutes
November 2, 2009
Present: Jim Trudell, Elaine Sherry, Steve Moscicki, Donna Clark, Celine Presby
6:00 pm Chairman Trudell called the meeting to order.
Manifests & Invoices:
The manifest for Nov 2nd was authorized and new invoices for future payment were reviewed and initialed.
Treasurer's Report:
The Treasurer's Report was read showing a balance of $31,203.00 in the WGSB checking account, $29,191.09 in the NHPDIP fund, and $6,292.13 in the Laconia Bank savings account. Trudell motioned to approve the Treasurer's report as written, 2nd by Moscicki, so voted all.
Committee Reports & Needs:
The Board approved a purchase order for NE Truck Tire for $636.54 for 6 winter tires for the 1-ton truck. * Trudell noted that the winter sand Wallie Berry had available has been sold.
Permits and Applications:
- Renew building permit for Bruce & Gertrude Beane to complete deck & porch for Map 172 Lot 139 (now Map 204 Lot 002)
Meeting Minutes:
Minutes for Oct 26th were reviewed. Trudell motioned to approve the minutes as written, 2nd by Moscicki, so voted all.
Correspondence:
- LGC's 2009 Basic Law of Budgeting book is available at $12 each. One additional copy will be ordered.
- Local Government Center advised its members and local officials that the firefighter's union is seeking information from LGC under the Right-to-Know Law that they feel is of a proprietary nature. The union also claims that money paid to LGC for risk coverage (insurance) is used to fund lobbying activities. LGC says this is untrue as they use membership dues for advocacy purposes, legal advisory services to municipalities, training programs and publications.
- North Country Health Consortium's next meeting regarding H1N1 will be held Nov 16th in Whitefield.
- The NH Dept of Health & Human Services announced the activation of an H1N1 Flu Public Inquiry Line which can be reached by dialing 2-1-1. More information is available on the Town website at LymanNH.org.
Old Business:
- The Selectmen reported on progress made at the Oct 28th Road Policy Meeting with the Planning Board. The next one is scheduled for Nov 18th at 6:00pm.
- A Local Emergency Operations Plan Committee meeting was held today and the next one is scheduled for Nov 16th at 4:00pm.
- The Board called a seasonal resident regarding the recent installation of a septic tank. All work will be halted until it is determined if any NH Dept of Environmental Services permits are required.
- The Selectmen continued discussing health insurance rates and plan options.
New Business:
- The 2009 property tax rate of $18.15/$1000 has been confirmed and tax bills will be mailed Nov 3rd.
- Now that the remapping project is completed, the Town will charge $2.00 each for 11"x17" maps and $98.00 for a full set.
- Bob Chenevert does not want to be re-appointed to the Conservation Committee when his terms expires in March. The Selectmen are responsible for appointing someone to that position but will ask the remaining members for suggestions for a replacement.
- The timeline for 2010 town meeting procedures was reviewed and the important deadline dates will be shared with other boards and committees.
Trudell motioned to adjourn the meeting at 7:45 pm, 2nd by Moscicki, so voted all.
The next regular meeting is scheduled for Monday, Nov 9th, at 6:00 pm.
