Selectmen's Minutes
November 23, 2009
Present: Jim Trudell, Elaine Sherry, Steve Moscicki, Donna Clark, Celine Presby, Tom Smith
6:00 pm Chairman Trudell called the meeting to order.
Manifests & Invoices:
The manifest for Nov 23rd was authorized and new invoices for future payment were reviewed and initialed.
Treasurer's Report:
- The Treasurer's Report was read showing a balance of $27,848.59 in the WGSB checking account, $29,198.53 in the NHPDIP fund, and $6,292.93 in the Laconia Bank savings account. Moscicki motioned to approve the Treasurer's report as written, 2nd by Trudell, so voted all.
- Property tax money is coming in and will be used to pay off the Tax Anticipation Notes as soon as possible to save on interest.
Committee Reports & Needs:
- The Board approved Clark's request for vacation time in Dec.
- Road Agent Tom Smith updated the Board on highway department issues. Backhoe prices and the Equipment Replacement Plan were discussed. The 2009 highway budget to date was reviewed and a preliminary 2010 highway budget was prepared. Smith and Charles Hochmuth completed work at the entrance to the handicapped ramp and purchased timbers to install in the basement to support the Town Hall floor. Smith is waiting to hear back from the Grafton County Sheriff's Department regarding his request for radio access to the Twin State channel for emergency situations.
Non Public:
Trudell made a motion to enter non-public session per RSA 91-A:3, II(a) to present an employee review, 2nd by Moscicki, all in favor by roll call vote. Resumed public session. Trudell made a motion to seal the minutes of the non-public session, 2nd by Sherry, so voted all.
Permits and Applications:
A Pettyboro Rd property owner has been advised that he needs a building permit and possibly a ZBA variance for a deck under construction.
Meeting Minutes:
Minutes for Nov 16th were reviewed. Moscicki motioned to approve the minutes as written, 2nd by Trudell, so voted all.
Correspondence:
- The UNH T2 Center advised that cell phone numbers are being made public this month and provided information on how to block calls from telemarketing companies by registering cell phones and home phones with the National DO NOT CALL list. Details will be posted on the Town's website.
- The Fall 2009 Municipalis newsletter, a letter from the Professional Fire Fighters of NH regarding their ongoing issues with the Local Government Center and NH Municipal Association, and a notice for North Country Council's Dec 16th Transportation Advisory Committee meeting were also received.
Old Business:
- Sherry and Trudell both reported that the LGC Annual Conference they attended last week was excellent and offered many informative work sessions.
- Moscicki updated the Board on progress made at the Nov 18th Road Policy meeting. The next one is tentatively scheduled for Dec 9th at 6:00 pm.
- The Memorial Tree fundraiser and open-house approved by the Selectmen last week will be put off until 2010 as time is too short to organize the event for this year.
New Business:
- The Selectmen reviewed and approved the Nov 2009 Revised Welfare Guidelines as presented by Welfare Officer Clark.
- Butch Burbank (risk management rep) and Tim Parsons (health management rep) from LGC will make presentations to the employees at the Dec Safety Committee meeting.
Non Public:
At Clark's request, Trudell made a motion to enter non-public session per RSA 91-A:3, II(c) to discuss a pending welfare application, 2nd by Sherry, all in favor by roll call vote. Resumed public session. Trudell made a motion to seal the minutes of the non-public session, 2nd by Sherry, so voted all.
Trudell motioned to adjourn the meeting at 8:10 pm, 2nd by Moscicki, so voted all.
The next regular meeting is scheduled for Monday, Nov 30th, at 6:00 pm.
