Selectmen's Minutes
December 7, 2009
Present: Jim Trudell, Elaine Sherry, Steve Moscicki, Donna Clark, Celine Presby
5:00 pm Chairman Trudell called the meeting to order.
Manifests & Invoices:
The manifests for Dec 3rd and Dec 7th were authorized and new invoices for future payment were reviewed and initialed.
Non-Public:
Moscicki made a motion to enter non-public session per RSA 91-A:3, II(d) to discuss real estate, 2nd by Sherry, all in favor by roll call vote. Resumed public session. Moscicki made a motion to seal the minutes of the non-public session, 2nd by Sherry, so voted all.
Treasurer's Report:
- The Treasurer's Report was read showing a balance of $186,249.38 in the WGSB checking account, $29,198.53 in the NHPDIP fund, and $6,292.93 in the Laconia Bank savings account. Moscicki motioned to approve the Treasurer's report as written, 2nd by Trudell, so voted all.
- Treasurer Presby reported that both Tax Anticipation Notes were paid off early, saving the Town $2,192.40 in interest.
Committee Reports & Needs:
- Highway Dept purchase orders to Ferguson Waterworks for $2,116.45 for culverts & collars and to Tenco NE for $886.88 for a 14 ft spreader chain were approved.
- Per Tax Collector Carol Messner, approximately $158,000 (14%) of the 2009 property tax billed remains outstanding as of today.
Permits and Applications:
The following were approved:
- Building Permit for David Lahey & Terry Logozzo for garage for Map 219 Lot 61
- Intent to Cut for John Marshall for Map 226 Lot 005
Meeting Minutes:
Minutes for Nov 30th were reviewed. Moscicki motioned to approve the minutes as written, 2nd by Trudell, so voted all.
Correspondence:
- LGC's 2009 Court Update was received.
- The Town of Woodstock Planning Board announced a Dec 14th hearing for proposed telecommunications replacements and a new installation.
Old Business:
- The Road Policy Committee meeting planned for Dec 9th at 6:00pm has been postponed and will be rescheduled in January.
- Work continued on the 2010 proposed budget with a review of the Capital Reserve Funds.
- Town Counsel will be contacted again about an ongoing outdoor wood boiler issue.
New Business:
- A Wilderness Acres Rd property owner called the Selectmen to report potential zoning violations. The Board informed him his complaints were a private property matter and not the Town's responsibility and suggested he call the State Police for assistance.
- Moscicki and Trudell will inspect the Pettyboro Rd culvert that needs replacing with Tom Smith tomorrow morning.
- Phil Bodwell from CNP will be here Dec 9th to review property sales that will be used to calculate the Town's equalization ratio.
- The Selectmen agreed to let the Town of Landaff borrow the 1993 Ford truck for a week as their truck has a blown engine. Both towns have property-liability insurance through LGC so that is not a concern.
- A 2010 kenneling agreement with Littleton Pet Center & Above the Notch Humane Society for board and care of stray canines was signed.
- After a brief discussion of the Jan 2010 IRS mileage rate, Trudell made a motion to decrease the Town rate to $.50 per mile effective Jan 1st, 2nd by Sherry, so voted all.
- An update from Sellers & Company Architects regarding the Ogontz Hall project was reviewed.
Moscicki motioned to adjourn the meeting at 7:10 pm, 2nd by Sherry, so voted all.
The next regular meeting is scheduled for Monday, Dec 14th, at 6:00 pm.
