Selectmen's Minutes
December 14, 2009
Present: Jim Trudell, Elaine Sherry, Steve Moscicki, Donna Clark, Celine Presby
6:00 pm Chairman Trudell called the meeting to order.
Manifests & Invoices:
The manifest for Dec 14th was authorized and new invoices for future payment were reviewed and initialed.
Treasurer's Report:
The Treasurer's Report was read showing a balance of $180,837.92 in the WGSB checking account, $104,205.73 in the NHPDIP fund, and $6,292.93 in the Laconia Bank savings account. Moscicki motioned to approve the Treasurer's report as written, 2nd by Sherry, so voted all.
Committee Reports & Needs:
A quote of $74,995 for a new CAT Backhoe Loader with Thumb was reviewed.
Meeting Minutes:
Minutes for Dec 7th were reviewed. Trudell motioned to approve the minutes as written, 2nd by Sherry, so voted all.
Correspondence:
- Ray Burton's Executive Council Report #12, a Dept of Revenue Community Action Report, information on the 2010 Census, and North Country Council's notice for the Dec 16th TAC meeting were received.
- Upcoming UNH T2 Roads Scholar Classes were reviewed. Trudell and Smith will take the Gravel Road Maintenance course in April.
- Clark will attend a Warrant Article & Budget Form Workshop Jan 6th in Lancaster.
- The NH Dept of Transportation advised that the 2010 estimated Highway Block Grant amount to be received by Lyman is $103,394 which is about $6,000 more than in 2009.
Guests:
Melanie Hamilton and Dee Guild addressed the Selectmen regarding Habitat for Humanity Ammonoosuc Region. They recently completed their first home which was built on land privately donated in Littleton. Members of the Habitat for Humanity board are visiting the twelve local towns included in their region looking for affordable or free land on which to build additional homes, hoping to eventually construct a house in each town. The Selectmen will review town-owned land to determine if there is anything suitable that the voters may wish to donate.
Old Business:
- The Dec 17th Safety Committee meeting will be held at the Highway Garage at noon.
- Moscicki and Trudell reported on their visit to the Pettyboro Rd culvert that needs replacing. The project cannot move forward until the State approves the wetlands permit application submitted in late Oct.
- The Board continued work on the 2010 expense budget and will prepare the estimated revenue budget next week.
New Business:
- The Board reviewed the property sales that will be used to set the 2009 equalization ratio and signed the Municipal Assessment Data Sheets Certificate.
- The Selectmen signed the 2010 HealthTrust agreement for medical, dental and sort-term disability insurances.
- School Board member Jim Trudell discussed with the Selectmen the possibility of a formula change for the way Lyman is taxed for their part of Lisbon Regional School. Both Lyman School Board members are strongly opposed to any change in the present school tax formula. There will be more information forthcoming or residents may contact their School Board members for a more detailed explanation of the proposed tax formula change.
- The Town of Lyman has an opportunity to acquire a 1,081-acre parcel of land on Under the Mountain Road to be owned and managed by the Town as a new Community Forest. The Board of Selectmen and several volunteers have been working with the Trust for Public Land (TPL) and the Ammonoosuc Conservation Trust (ACT), who are assisting the Town with the project. A public information meeting on the proposed purchase is planned for January 19, 2010 at 6:30pm. A document explaining this opportunity will be available shortly.
Moscicki motioned to adjourn the meeting at 7:45 pm, 2nd by Sherry, so voted all.
