Selectmen's Minutes
December 21, 2009
Present: Jim Trudell, Elaine Sherry, Steve Moscicki, Donna Clark, Celine Presby
6:00 pm Chairman Trudell called the meeting to order.
Manifests & Invoices:
The manifest for Dec 21st was authorized and new invoices for future payment were reviewed and initialed.
Treasurer's Report:
- The Treasurer's Report was read showing a balance of $98,635.12 in the WGSB checking account, $179,205.73 in the NHPDIP fund, and $6,292.93 in the Laconia Bank savings account. Moscicki motioned to approve the Treasurer's report as written, 2nd by Trudell, so voted all.
- Deputy Treasurer Janice Choate will fill in for Celine Presby at next week's meeting.
Committee Reports & Needs:
- Clark updated the Board on highway department issues on Tom Smith's behalf. The person who did this year's roadside mowing is selling a used mower for $28,000. The Board reviewed the specs and may inspect the machine once Tom has more information on it. The Highway Dept has received permission to use the Grafton-North radio channel for emergencies only. The radios in the three trucks have already been modified. Tom, Scott and Charles Hochmuth repaired the sagging Town Hall floor last week by installing lally columns and a supporting beam in the basement.
- The Trustees of the Trust Funds are meeting tonight at 6:00pm at the Town Hall.
- The Selectmen signed a Timber Tax Warrant & Certification.
Meeting Minutes:
Minutes for Dec 14th were reviewed. Moscicki motioned to approve the minutes as written, 2nd by Sherry, so voted all.
Correspondence:
- 2010's Legislative Bulletin #1, the Dec 2009 Emergency Management News, a newsletter from Congressman Paul Hodes, and the Dec 2009 Municipalis newletter were received.
- The NH Dept of Revenue Administration approved the Commerford Neider Perkins proposed contract for Lyman's 2010 Statistical Update.
- An informational bulletin from the NH Division of Fire Safety outlined new 2010 rules for Carbon Monoxide Detection Devices in Dwellings. The information will be posted on the Town's website and included with building permit applications.
- An article from UNH T2 regarding use of road salt was reviewed.
Guest:
Dee McKown, a Lyman resident and member of the Boys & Girls Club of the North Country's Board of Directors addressed the Selectmen to request a 2010 appropriation of $250 for the organization. A total of sixty-six kids belong to the Club and there are days when as many as 40 participate in activities such as sports and recreation, arts and crafts, healthy eating, and a new tutoring program, all in a safe environment. The Selectmen feel this is a worthwhile cause as three Lyman children are currently participating in the program and will include a line item for BGCNC in the proposed budget.
Old Business:
- Trudell and Clark reported on the Dec 17th Safety Committee meeting. The annual safety inspection of the Highway Garage was done and the new Lyman Safety Manual was completed and approved. Moscicki made a motion to adopt the Lyman Safety Manual as presented by the Safety Committee, 2nd by Sherry, so voted all.
- New credit cards approved by the Selectmen several weeks ago have been received.
- The Board worked on the estimated revenue section of the 2010 budget.
New Business:
Lyman resident Lisa Linowes advised the Board that she met with representatives of the Ammonoosuc Conservation Trust (ACT) and the Trust for Public Lands (TPL) regarding the proposed purchase of a 1,081-acre parcel of land on Under the Mountain Road to be owned and managed by the Town as a new Community Forest. The group is preparing documentation to be presented at a public informational meeting which is planned for January 19, 2010 at 6:30 pm.
Moscicki motioned to adjourn the meeting at 8:10 pm, 2nd by Sherry, so voted all.
The next regular meeting is scheduled for Monday, Dec 28th, at 6:00 pm.
